Opening in Rabat of the 4th Edition of the Training Cycle for African Election Observers

The 4th edition of the Training Cycle for African Election Observers opened on Monday in Rabat, with the participation of high-ranking officials representing 52 African countries.

The opening ceremony of this training cycle was co-chaired by the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita, and the African Union Commissioner for Political Affairs, Peace and Security, Bankole Adeoye.

This annual event, initiated in partnership with the Department of Political Affairs, Peace and Security of the African Union, is part of the Kingdom of Morocco’s commitment, under the leadership of His Majesty King Mohammed VI, may God assist Him, to a stable, peaceful, and prosperous Africa.

The organization of this training cycle also responds to the decisions of the Conference of Heads of State and Government of the African Union, including at the most recent AU Summit in February 2025, which called upon the Kingdom of Morocco to continue strengthening African capacities to improve the conduct of election observation missions.

The 4th edition is marked by the participation of over 120 young civil society actors, experts, and senior officials from the five regions of the continent, representing 52 African countries, including Mali, Burkina Faso, Gabon, Guinea, Niger, and Sudan. This session is also notable for the significant participation of African women, who represent 68% of the total number of participants.

By organizing this Specialized Training Cycle for the fourth consecutive year, the Kingdom continues to distinguish itself as the leading African provider of trained observers, in Rabat, to oversee electoral processes across the continent. This represents a significant contribution to enhancing African capacities in the electoral domain.

The 2025 edition also stands out for the organization of the Second Dialogue Seminar on Democracy and Elections in Africa, under the theme: “Inclusive Governance: Strengthening Women’s Leadership in African Electoral and Democratic Frameworks.” This seminar enriches the training cycle by addressing topics centered on political dialogue and key issues related to democracy, governance, and electoral processes in Africa.

This 4th edition of the cycle represents a key milestone in the training process held in Rabat, aimed at providing the African Union with a comprehensive database dedicated to election observation across Africa and the promotion of democracy, peace, and security on the continent.
