Morocco Hosts the Permanent Headquarters of AFROSAI: A Major Step Forward for South-South Cooperation Under the Leadership of HM King Mohammed VI
In a solemn ceremony with strategic significance, Mr. Nasser Bourita, Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, and Mrs. Zineb El Adaoui, First President of the Court of Accounts, signed on Wednesday a Headquarters Agreement establishing the Permanent Headquarters of the African Organization of Supreme Audit Institutions (AFROSAI) in Morocco.

The establishment of this headquarters in Rabat, the political capital of the African continent, underscores Morocco’s central role in promoting good governance, transparency, and inter-African cooperation. The fact that the General Secretariat of AFROSAI is managed by Morocco’s Court of Accounts further strengthens this dynamic, positioning the country as a continental reference point for public auditing and financial oversight.
This major development reflects Morocco’s steadfast commitment—under the enlightened leadership of His Majesty King Mohammed VI, may God assist Him—to making South-South cooperation a strategic pillar of its diplomacy.
Morocco, a Host Country for Pan-African Institutions
The establishment of AFROSAI’s headquarters in Morocco is part of a consistent trajectory that has seen the Kingdom become an African institutional hub: home to key continental organizations, host of strategic forums, and a driving force behind structural reforms at the regional level.
For Mrs. Zineb El Adaoui, this hosting is both an honor and a responsibility: to support African states in strengthening their financial governance, in a spirit of solidarity, independence, and professionalism.
Mr. Nasser Bourita, during the signing, emphasized the diplomatic and institutional importance of this agreement, noting that Morocco’s selection to host this headquarters is no coincidence—it stems from the trust the Kingdom enjoys among its African peers, as well as the quality and rigor of its institutions.
Through this agreement, Morocco reaffirms its ambition to build a strong Africa with robust institutions, capable of evaluating, monitoring, and guiding public policies in the interest of the continent’s citizens. AFROSAI, as a specialized organization, will play a leading role in this dynamic.
By hosting its permanent headquarters, the Kingdom of Morocco once again asserts itself as a key player in building a modern, effective, and united African governance system.
