Fifth Meeting of the Global Alliance for the Implementation of the Two-State Solution “Sustaining Momentum for the Peace Process: Lessons Learned, Success Stories and Steps Forward”

Rabat, May 20, 2025 — The Kingdom of Morocco and the Kingdom of the Netherlands are co-hosting the Fifth Meeting of the Global Alliance for the Implementation of the Two-State Solution in Rabat, bringing together high-level representatives from over 50 countries and international organizations to assess, reaffirm, and accelerate global efforts toward achieving a just and lasting peace between Israelis and Palestinians.

A Platform for Action, Not Just Dialogue

Launched on the margins of the United Nations General Assembly in New York on September 26, 2024, the Global Alliance was created by a broad coalition of states and organizations — including the LAS-OIC Contact Group, the European Union, and Norway — to transform diplomatic momentum into tangible progress on the ground.

Since then, four previous meetings in Riyadh, Brussels, Oslo, and Cairo have built a growing consensus around the urgent need to protect existing peace achievements, empower Palestinian institutions, and secure dignified living conditions for the Palestinian people.

The Rabat meeting builds on this foundation with a strong operational focus. It is not only about reaffirming principles, but also about identifying and applying lessons learned, elevating success stories, and developing new, time-bound strategies to implement the Two-State vision.


From Vision to Implementation

Held under the theme “Sustaining Momentum for the Peace Process: Lessons Learned, Success Stories and Steps Forward”, the meeting’s agenda includes four thematic sessions focused on:

  • Evaluating the impact of past peace initiatives

  • Strengthening Palestinian institutions and governance

  • Building the economic foundations for peace

  • Formulating policy recommendations and next steps

According to organizers, this meeting is particularly concerned with translating diplomatic commitments into real improvements for the Palestinian people, especially through economic development and institutional support.


A Global Effort Rooted in Local Realities

Participants include ministers, senior diplomats, and high-level representatives from Europe, the Arab world, Africa, Asia, and the Americas, all committed to the realization of a Two-State Solution: two states, Israel and Palestine, living side-by-side in peace and security.

The meeting also aims to consolidate a Compendium of Success Stories — a collection of real-world initiatives that have supported peace, coexistence, and sustainable development in the region. This document will serve as the Rabat meeting’s official contribution to the UN High-Level Conference on the Two-State Solution to be held in New York in June 2025.


Hope in a Complex Landscape

In a region often clouded by instability, the Rabat meeting is a call for renewed determination. It seeks not only to preserve past progress, but to create a forward-looking, coordinated, and accountable pathway toward peace.

As one senior delegate put it, “This is not just another meeting. This is where diplomacy must meet delivery.”
