UN-Habitat Spotlights Morocco’s Housing Finance Model
Nairobi - Morocco’s integrated housing finance model was showcased at the second resumed session of the UN-Habitat Assembly in Nairobi, where officials highlighted its role in expanding access to affordable housing.

Speaking at a high-level dialogue, Fatna Chihab, Secretary-General of the National Housing Council, said the model combines public subsidies, loan guarantees, and private sector involvement to support low-income households. Key instruments include the Solidarity Fund for Housing and Urban Integration (FSHIU), which has disbursed over 36.7 billion dirhams in subsidies to more than 2.4 million households, and the Damane Assakane loan guarantee program, which has facilitated mortgages for over 300,000 families.
Chihab also noted the growth of alternative financing tools such as Real Estate Murabaha, which enabled over 10,000 households annually to purchase homes between 2018 and 2023. A new Direct Housing Assistance Program (2024–2028) has already benefited 50,000 households in 2024, with nearly 4 billion dirhams disbursed.
Morocco’s housing deficit has dropped from 800,000 units in 2012 to around 353,000 in 2023, reflecting progress toward Sustainable Development Goal 11 on sustainable cities. The Moroccan delegation was led by Ambassador Abderrazzak Laassel and included senior officials from the housing ministry.
