Energy: Morocco and France Strengthen Their Strategic Alliance in Paris
On the occasion of a working visit this Friday, June 6, 2025, Moroccan Minister of Energy Transition and Sustainable Development, Leila Benali, held a high-level meeting in Paris with her French counterpart in charge of Industry and Energy, Marc Ferracci. The goal: to strengthen bilateral cooperation around major energy projects, from electric interconnection to promising prospects for green hydrogen.

This strategic meeting follows the state visit of the French President to Morocco in 2024, at the invitation of His Majesty King Mohammed VI. That visit marked a decisive milestone in Franco-Moroccan relations, notably sealed by the signing of an ambitious energy partnership focused on low-carbon transition and regional interconnections.
Among the key topics discussed in Paris was the electric interconnection project between the two countries. This innovative project, which involves installing a bidirectional off-grid submarine cable, is expected to reach a decisive phase. The two ministers reviewed the technical, economic, and regulatory conditions necessary to launch an initial experimental phase on the international market.
Beyond infrastructure, discussions also focused on industrial development related to renewable energies. Solar, wind, batteries, strategic industrial components, and cable manufacturing: multiple avenues of cooperation were explored to initiate high value-added joint investments.
The potential of “green molecules”—notably hydrogen and ammonia—also drew significant attention from both parties, particularly in the context of their future use in land, air, and maritime transport. Morocco and France intend to work closely together to foster industrial integration of these emerging sectors.
Research and innovation were central to the discussions. The development of advanced technologies such as energy storage, electrolyzers, and clean mobility was presented as a key driver for sustainable, competitive, and forward-looking scientific cooperation.
The bilateral meeting concluded with a clear reaffirmation of both nations’ political and institutional commitments, determined to jointly bring exemplary projects to life in service of energy sovereignty, industrial competitiveness, and the fight against climate change.
In line with the enlightened vision of His Majesty King Mohammed VI, this momentum reflects Morocco’s ambition to position itself as a regional hub for clean energy and a key player in the global energy transition.
