House of Representatives: Committee Approves Bill Establishing the “Morocco 2030 Foundation”
Bill No. 35.25, establishing the “Morocco 2030 Foundation,” was unanimously approved on Friday by the Committee on Education, Culture, and Communication within the House of Representatives, in the presence of the Minister Delegate for the Budget, Fouzi Lekjaa.

Endowed with legal personality and financial autonomy, the foundation will be responsible, in collaboration with relevant administrations and bodies, for preparing and organizing all international football events awarded to the Kingdom by FIFA or CAF, or held under their auspices, through to the FIFA World Cup in 2030.
Through its designated bodies, the Foundation will also be tasked with taking necessary measures to plan and organize international football events, monitoring Morocco’s commitments in this area, and providing support and assistance to the host cities and regions.
During the review of the legislation, members of parliament emphasized that the creation of the “Morocco 2030 Foundation” reflects a culture of strategic planning aimed at anticipating future challenges through a national, inclusive, and ambitious vision. They described the Foundation as a cornerstone in Morocco’s ongoing development process.
Lawmakers also welcomed the legislative initiative as an opportunity to showcase Moroccan culture and bolster the Kingdom’s international standing. They praised the extensive efforts made over the years to host the World Cup, particularly in terms of infrastructure and the training of human capital.
Highlighting “the honorable performance of the national team at the Qatar World Cup, the benefits of which we are now seeing across sectors like tourism and the economy,” the members noted that Morocco’s role in organizing the 2030 World Cup marks a pivotal moment that demonstrates the Kingdom is “a great nation with a rich civilizational heritage and a multi-faceted identity.”
The committee also applauded the significant strides made in women’s football, noting that Morocco has become a continental pioneer and promoter of the sport.
They further called for collective mobilization to address key challenges related to economic growth, job creation, and investment in human capital alongside infrastructure development, to strengthen Morocco’s image as a country that leverages sport for sustainable development.
Responding to committee members’ remarks, Fouzi Lekjaa stated that “sport in Morocco is undergoing a major transformation, moving from simple practice to a pursuit of excellence.” He reflected on the Moroccan national team’s participation in the 2022 Qatar World Cup, calling it a “defining moment” that embodied noble national values.
He stressed that the organization of the 2030 World Cup represents a strategic opportunity to deliver several positive messages and place the tournament within a broader development framework that includes infrastructure and related investments. These include high-speed rail transport, the upgrading and construction of stadiums, airport expansion and renovation, and territorial planning projects “that should span all regions.”
In conclusion, the Minister Delegate described the event as a job creator and a unifying force across all segments of society, calling it a catalyst for Morocco’s broader development process.
