His Majesty King Mohammed VI Chairs a Council of Ministers
His Majesty King Mohammed VI presided on Monday, May 12, at the Royal Palace in Rabat, over a Council of Ministers devoted to the approval of an organic bill, four draft decrees related to the military domain, several international conventions, and proposals for high-level appointments, according to a statement from the Royal Palace's spokesperson.

“His Majesty King Mohammed VI, may God assist Him, presided this Monday, May 12, 2025 (corresponding to the 14th of Dhu al-Qi’dah, 1446 AH), at the Royal Palace in Rabat, over a Council of Ministers focused on approving an organic bill, four draft decrees concerning the military sector, several international conventions, and proposals for appointments to high-level positions.
At the beginning of the session, His Majesty the King, may God glorify Him, questioned the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests about the impact of rainfall on the agricultural season and the current condition of the national livestock, as well as the measures developed by the government to sustainably rebuild the livestock population and improve the living conditions of breeders.
The Minister responded that the recent rainfall in the country had a very positive impact, especially on cereal production, autumn and spring crops, fruit trees, as well as on vegetation cover and livestock across various regions of the Kingdom.
In this context, His Majesty the King, may God preserve Him, gave His High Instructions to ensure that the livestock rebuilding operation is successfully implemented at all levels, managed professionally, in accordance with objective criteria, and that the management of the support operation be entrusted to commissions under the supervision of local authorities.
His Majesty the King also questioned the Minister of Equipment and Water on the dam fill rate and its impact on the water situation in the country. The Minister reported that the average dam fill rate currently stands at 40.3%, allowing the mobilization of 6.7 billion cubic meters of water — equivalent to a year and a half’s worth of drinking water supply.
The Council of Ministers then approved an organic bill amending and supplementing the organic law on the status of magistrates. This bill aims to strengthen the guarantees granted to magistrates by adapting to the recent amendments concerning the general statute of public service, including provisions for medium- and long-term sick leave, maternity and paternity leave, guardianship (Kafala), and breastfeeding leave.
His Majesty the King, may God glorify Him, also approved four military-related draft decrees. These include a decree on military air navigation and another amending the decree on the status of military attachés, their deputies, and associated personnel. Two additional decrees amend the Dahir setting the pay of salaried military personnel of the Royal Armed Forces and the decree regulating pay, food, and travel allowances for military personnel under special progressive pay, along with relevant administrative and accounting rules.
These two draft decrees are part of the special attention His Majesty the King, Supreme Commander and Chief of General Staff of the Royal Armed Forces, gives to improving the material conditions of certain categories of these forces, with the aim of enhancing their operational capabilities and raising their level of skill and preparedness.
As part of strengthening partnerships and cooperation between Morocco and several friendly and allied countries, the Council of Ministers approved eleven (11) international conventions: eight (8) related to Africa, two in Asia, and one with a European country.
Notably, six of these conventions were signed in the cities of Laâyoune and Dakhla in the Moroccan Sahara, serving as explicit recognition of Morocco’s full sovereignty over this part of the national territory.
These conventions cover areas such as judicial and customs cooperation, higher education, scientific research and innovation, transport, logistics and energy, the avoidance of double taxation, and the fight against tax evasion. They also include an agreement to host the permanent headquarters of the African Union of the Blind in Morocco.

Upon proposal from the Head of Government and the initiative of the Minister of Health and Social Protection, the Sovereign appointed Mohamed Aggouri as Director General of the Territorial Health Group for the Tangier-Tétouan-Al Hoceima region. This appointment is part of the implementation of Territorial Health Groups, with Tangier-Tétouan-Al Hoceima selected as the pilot region, ahead of the nationwide rollout.
Finally, upon proposal from the Head of Government and the initiative of the Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, His Majesty the King, may God glorify Him, appointed Amine El Mezouaghi as Director General of the Digital Development Agency.
