Moroccan Sahara: Agreement Signed to Boost Private Investment and Support Entrepreneurs in Laâyoune-Sakia El Hamra
An agreement aimed at boosting private investment in the Laâyoune-Sakia El Hamra region and supporting project holders, investors, and entrepreneurs was signed on Friday in Laâyoune, on the sidelines of the Parliamentary Forum on Economic Cooperation between Morocco and the Parliament of the Economic and Monetary Community of Central Africa (CEMAC).

The agreement was signed by the Wali of the region, Abdeslam Bikrat, the President of the Regional Council, Sidi Hamdi Ould Errachid, the President of the General Confederation of Moroccan Enterprises (CGEM), Chakib Alj, and the Director of the Regional Investment Center (CRI), Mohamed Jifer.
The agreement aims to establish strategic cooperation between the various stakeholders to improve the business climate and entrepreneurial ecosystem in the region, identify and promote investment opportunities, and contribute to inclusive and sustainable economic development.
In a statement to MAP, Mohamed Jifer said the partnership also aims to support investors throughout the different phases of their projects.
He added that the initiative also seeks to mobilize available resources to achieve the desired goals in terms of wealth creation and sustainable job opportunities, in line with the High Directives of His Majesty King Mohammed VI, who has called for the promotion of private investment as a key pillar of development.
The Laâyoune-Sakia El Hamra region offers a competitive territorial framework, next-generation infrastructure, and a skilled workforce across several promising economic sectors, especially those tied to the blue economy, which is one of the strategic pillars of the Sovereign’s Vision, Jifer noted.
He emphasized the importance of harnessing the potential of sectors such as aquaculture, fishing, green hydrogen and its derivatives, and seawater desalination, and linking them to agricultural activities as a foundation for investment. He also highlighted the growing role of Morocco’s southern provinces, particularly Laâyoune-Sakia El Hamra, in advancing African integration through the blue economy. This, he said, further strengthens the region’s position as a hub for integrated development and a promising destination for investment and South-South cooperation.
