Good Governance Practices Code for Public Establishments, Enterprises to Catalyze Major Structural Transformation – Budget Minister

This code is part of a series of reforms, the most recent being the Organic Law relating to Finance Bill, a major reform initiative that and milestone for global public management, Lekjaa noted during a study day on the Code of Good Governance Practices for Public Establishments and Enterprises, initiated by the Department of Public Enterprises and Privatization of the Ministry of Economy and Finance.

He explained that the goal is to further improve efficiency and fully shift toward evaluating the performance of public action.

For Lekjaa, the adoption of this new code reflects the importance given by governmental public action to the modernization of the governance of the public portfolio, the improvement of its economic and social profitability, as well as the promotion of constructive management based on performance, efficiency, and accountability.

The minister reviewed the major contributions of this code, with a focus on areas of professionalization of the governance and management bodies of the Public Establishments and Enterprises, notably through the integration of competent independent directors, capable of providing real added value, as well as the clarification of public service obligations and the consolidation of financial transparency.

For her part, Béryl Bouteille, Deputy Director of French Development Agency (AFD) in Morocco, emphasized that Morocco’s green budget transition program aims to align public finances with climate issues, with a strategic focus on aligning EEPs with the Kingdom’s climate commitments.

Organized in collaboration with the AFD, this study day is part of the support provided to the Public Establishments and Enterprises in the effective implementation of this new Code replacing the one issued on March 19, 2012, via Circular No. 3/2012 of the Head of Government.
