Memorandum of Understanding Signed in Rabat Between Morocco’s Court of Auditors and the Gambia’s National Audit Office

 

 

 

The memorandum was signed by Zineb El Adaoui, First President of the Court of Auditors, and Modou Ceesay, Auditor General of The Gambia. Its primary goal is to establish an effective framework for collaboration between the two institutions, with a focus on building professional capacities and enhancing audit methodologies. This initiative reflects a shared commitment to promoting transparency, accountability, and integrity in the management of public finances in both countries.

Under the terms of the memorandum, both parties commit to fostering bilateral cooperation and exchanging expertise through joint activities such as consultations, seminars, conferences, and roundtables on areas of common interest. The agreement also includes plans to implement capacity-building and professional development programs, including invitations to attend events organized in Morocco or The Gambia, either in person or virtually.

The memorandum further aims to encourage the sharing of relevant information and documentation, including professional standards, guidelines, best practices, and innovative methodologies related to public auditing.

Speaking on the occasion, Ms. El Adaoui emphasized the strategic importance of the partnership, describing it as a reflection of a shared vision regarding the crucial role of supreme audit institutions in promoting good governance. She praised the advanced level of cooperation with The Gambia’s National Audit Office, noting that it is rooted in mutual exchange and a spirit of continuous professional improvement.

She also highlighted the commitment of both institutions to transparency and the efficiency of public management, reiterating Morocco’s dedication to the values of solidarity and South-South cooperation.

For his part, Mr. Ceesay stated that the agreement will enable greater knowledge-sharing in areas such as auditing, capacity-building, and the support of ongoing reforms in both countries. He expressed his country’s intention to benefit from Morocco’s experience, particularly in results-based management and the digital transformation of audit institutions.

The Gambian Auditor General also praised Morocco’s successful hosting of the recent session of the Governing Board of the African Organization of Supreme Audit Institutions (AFROSAI), held in Rabat, and the establishment of the organization’s General Secretariat headquarters in the Moroccan capital.
