Rather than focus on the conference’s environmental objectives—adopting the Ramsar Strategic Plan for 2025–2034 and uniting nations around climate and biodiversity challenges—Algeria tried to introduce a resolution unrelated to the agenda. Disguised as a procedural concern, the resolution sought to undermine Morocco’s territorial integrity under the pretext of evaluating site registration and removal criteria within the Ramsar framework.
Observers and delegates quickly saw through the maneuver. Lacking any scientific foundation, the proposal was widely condemned as a geopolitical provocation disguised as environmental policy. Thanks to Morocco’s swift and resolute diplomatic response, the initiative was unanimously rejected. Algeria was forced to withdraw its proposal, suffering a serious diplomatic blow and standing alone in the process.
The Moroccan delegation, acting with professionalism and strategic clarity, secured broad support from other member states, reaffirming the Kingdom’s role as a respected and responsible voice in environmental diplomacy. In contrast, Algeria’s actions were perceived as disruptive and out of step with the spirit of multilateral cooperation that defines the Ramsar Convention.
Morocco’s leadership was further recognized during the session through its election to the Ramsar Standing Committee for the 2025–2028 term, representing North Africa. The appointment reflects the country’s concrete contributions to wetland conservation and biodiversity, not just rhetoric or symbolic gestures.
Today, Morocco is home to 38 Ramsar sites, stretching from the Strait of Gibraltar to its southern deserts. The recent designation of Mehdya as Morocco’s second Ramsar City, following Ifrane, highlights the country’s balanced approach to environmental protection and regional development.
While Algeria attempted to hijack the agenda with political theatrics, Morocco focused on building consensus and advancing sustainable action. The episode at COP15 underscores the growing divide between a constructive, forward-looking Morocco and an Algerian regime increasingly seen as a spoiler on the international stage.
As global forums continue to spotlight cooperation and climate resilience, Morocco’s influence continues to grow, bolstered by substance and strategic vision. Meanwhile, Algeria’s diplomatic misfires only reinforce its image as a marginalized actor struggling for relevance.
