The agreement, signed by Mohamed Salah Tamek, Delegate General for Prison Administration and Reintegration, and Evariste Murinzi, Commissioner General of Rwanda’s prisons, aims to boost cooperation in the management of penitentiary institutions, particularly those holding dangerous inmates. It also seeks to encourage the exchange of best practices in prison governance and in preparing inmates for reintegration after release.
In his address, Mr. Tamek stated that “the signing of this agreement marks an important step in our partnership within the framework of South-South cooperation, opening broad prospects for a fruitful exchange of expertise, knowledge, and best practices with a view to advancing the modernization of our prison systems and ensuring the effective social reintegration of inmates.”
He praised Rwanda, a friendly country of the Kingdom of Morocco, widely recognized for its dynamism and progress in several areas. He emphasized that this partnership will strengthen prison governance and reforms in both countries, notably through training and capacity-building for prison staff, particularly in managing dangerous inmates and improving security interventions in prisons, as well as through integrated technical cooperation benefiting both administrations.
Mr. Tamek also recalled that the prison administrations of the two countries have had several opportunities to exchange within multilateral frameworks, notably through events organized by the African Correctional Services Association and the International Corrections and Prisons Association.
For his part, Mr. Evariste Murinzi welcomed the bilateral cooperation between the Republic of Rwanda and the Kingdom of Morocco, which falls within the framework of the strategic agreements signed in Kigali in October 2016. He affirmed that the signing of this memorandum of understanding in the field of prison management crowns the solid cooperation between the two countries.
The Rwandan official stressed that his official visit to Morocco, particularly to the General Delegation for Prison Administration and Reintegration, reflects his country’s continued commitment to deepening its exceptional relations with the Kingdom and raising the level of their joint cooperation.
He added that the signing of this agreement provides fertile ground for the exchange of experience, skills, and best practices in prison management, with the goal of improving institutional capacities and reintegration programs. He expressed confidence that “new perspectives will open up to expand bilateral cooperation into other areas.”
