Competition Council and ANGSPE Join Forces to Promote a Fair and Transparent Market Economy

The agreement, signed by the President of the Competition Council, Ahmed Rahhou, and the Director General of ANGSPE, Abdellatif Zaghnoun, falls within the framework of joint efforts to strengthen adherence to competition rules within entities under the Agency’s scope. It also aims to prevent anti-competitive practices such as collusion and abuse of dominant position, while encouraging more transparent and accountable governance practices.

The partnership seeks to ensure fair competition, strengthen market integrity, and guarantee that capital and portfolio operations comply with current competition regulations.

Speaking to the press after the signing, Mr. Rahhou emphasized the close collaboration between the Competition Council and ANGSPE to harmonize governance practices within public enterprises and establishments (EEP), prevent overlaps and conflicts, and facilitate efficient information sharing.

He also highlighted the establishment of preventive and non-punitive control mechanisms designed to help public enterprises rigorously comply with regulations, build investor confidence, and enhance competitiveness and good governance in support of Morocco’s economic development.

For his part, Mr. Zaghnoun stressed the importance of modernizing the governing bodies of public enterprises and establishing specialized committees to address various strategic areas. He noted that consolidating the financial statements of EEPs is essential to ensure financial transparency. “This helps strengthen investor confidence and promote a climate conducive to private investment,” he said.

The Director General of ANGSPE also underlined the importance of developing transparent and trust-based public-private partnerships (PPPs), which are crucial for effectively involving the private sector in major structural projects.

The partnership between the Competition Council and ANGSPE covers several areas, including the exchange of data and information on market practices, prior consultation on capital and portfolio operations, and the monitoring of anti-competitive behavior.

Both institutions also committed to developing training programs, sharing expertise, and jointly organizing awareness activities, conferences, and seminars to promote a culture of fair competition and support the reform of the public sector.

A joint monitoring committee will oversee the implementation of the agreement, ensure coordination between both parties, and evaluate the outcomes of the actions undertaken.

This partnership reaffirms the shared commitment of the Competition Council and ANGSPE to strengthen competitiveness, transparency, and sound economic governance in the service of Morocco’s development.
