Youth Protests: The Government Majority Clarifies Its Position

The Presidency of the Government Majority held a meeting on Tuesday, September 30, 2025, chaired by Aziz Akhannouch, President of the National Rally of Independents, with the participation of Fatima Zahra Mansouri and Mohamed Mehdi Bensaïd, members of the collective leadership of the General Secretariat of the Authenticity and Modernity Party, Nizar Baraka, Secretary General of the Istiqlal Party, as well as Rachid Talbi Alami, Mustapha Baitas, Mohamed Saâd Barada, Amine Tahraoui, Younes Sekkouri, Azeddine Al-Midaoui, Abdeljabbar Rachidi, Ryad Mezzour and Naïma Ben Yahya.

The meeting was devoted to discussing the political, economic and social situation in the country, as well as the latest developments of the new political season. A statement from the Presidency of the Majority stressed that the government is guided by the Royal orientations expressed in the latest Throne Speech, which called for the adoption of a new generation of territorial development programs.

The government reaffirmed its commitment to implementing these High Royal Orientations starting with the 2026 finance bill, particularly with regard to the comprehensive rehabilitation of territories and the reduction of social and regional disparities, with a view to balanced and inclusive development.

In response to the youth protests in Morocco, the Presidency of the Government Majority stated that, after reviewing the various developments related to the expressions of youth in digital and public spaces, it affirms its attentive listening and understanding of the social demands, as well as its willingness to respond positively and responsibly, through dialogue and debate within institutions and public spaces, in order to find concrete and feasible solutions in the interest of the country and its citizens.

The Majority acknowledged the many challenges and long-standing issues facing the health system, emphasizing that the call for reform expressed by young people aligns with the priorities on which the government is working.

Since the start of its mandate, the government has launched a broad reform process in the sector, the results of which cannot be measured immediately given the scale of the transformations underway, including the creation of territorial health groupings, the rehabilitation of hospitals at all levels, and the increase in the number of health professionals in line with international standards.

The Majority welcomed all initiatives aimed at opening the debate on health system reform, particularly the one launched by parliamentary groups to hear a detailed presentation from the Minister of Health and Social Protection before parliamentary committees and to discuss its various aspects. In this regard, it reaffirmed that the government remains open to proposals from all stakeholders likely to contribute to improving the health system and meeting the aspirations of all Moroccans.

The government coalition renewed its strong commitment to pursuing the implementation of its program, based on strengthening the pillars of the social state, in particular through the major Royal project of social protection. It also pledged to continue deep reforms in the health and education sectors, to strengthen public and private investment in order to create job opportunities, while advancing programs related to housing, youth empowerment, combating water stress, and reforming the judicial system, building on achievements in the field of rights and consolidating the rule of law.

These reforms aim to strengthen the social contract between the State and citizens and to profoundly impact public action as a whole, with the goal of achieving the shared ambition of all Moroccans.
