Rabat: Signature of Eight Agreements for the Deployment of the “Idarati X.0” Meta-Application

Eight agreements were signed on Tuesday in Rabat by the Ministry of Digital Transition and Administrative Reform and the National Commission for the Control of the Protection of Personal Data (CNDP), with several government departments and partner institutions, as part of the deployment of the “Idarati X.0” project, a meta-application and national wallet aimed at unifying access to digital public services.

These agreements were concluded with the Ministry of Transport and Logistics, the Ministry of Youth, Culture and Communication, the National Agency for Land Conservation, Cadastre and Cartography (ANCFCC), the National Social Security Fund (CNSS), the National Road Safety Agency (NARSA), as well as three companies specializing in digital identity and electronic services, namely “SHAREID”, “iDAKTO” and “La Marocaine Électronique des E-Services”.

The “Idarati X.0” system is structured around the adoption of a national wallet, integrated into a secure digital architecture and anchored in national identity, as embodied by the National Electronic Identity Card, issued and renewed by the General Directorate of National Security (DGSN), in order to enable reliable use of digital services in strict compliance with personal data protection requirements.

From a methodological standpoint, the project is based, from the design phase onward, on compliance with the principles of personal data protection known as “Privacy by Design” as well as information system security requirements referred to as “Security by Design”, with the aim of safeguarding users’ rights and strengthening trust in the public digital ecosystem.

In this context, and drawing on the conclusions of the workshops organized in 2024 by the CNDP on personal data protection and the concept of the digital wallet, the Ministry and the Commission are working to involve several public institutions and other stakeholders in order to contribute to defining and validating the technical choices and functional architecture likely to establish an integrated digital system.

Speaking on this occasion, the Minister Delegate in charge of Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, stated that the signing of these agreements represents an important step in the implementation of the Kingdom’s vision for digital transition, the modernization of public action and the strengthening of digital trust.

The digital transition undertaken by the Kingdom goes beyond the simple digitization of existing procedures and involves a profound transformation in the way the administration designs, delivers and governs public services, Ms. Seghrouchni stressed.

She further noted that these agreements aim to build a solid and secure digital foundation centered on the citizen, establishing a structured framework for cooperation to design and test innovative solutions based on a modern digital architecture.

She added that this is an ambitious approach intended to meet the growing expectations of users in terms of simplicity, fluidity and continuity of public services, while ensuring the highest level of personal data protection and information system security.

For his part, the Minister of Youth, Culture and Communication, Mohamed Mehdi Bensaid, highlighted the role of digitization and the deployment of the meta-application in promoting broader access to information, particularly for the benefit of young people.

The Minister also pointed out that several public services intended for citizens, and more specifically for young people, sometimes remain insufficiently known, hence the value of a digital tool that brings the administration closer to its users.

Digital transition will make it possible to accelerate the expansion of the meta-application, notably through partnerships with local authorities, in order to extend its coverage to provinces, cities and rural areas, he said.

For his part, the President of the CNDP, Omar Seghrouchni, stated that the Commission attaches particular importance to the issue of trust in the relationship between administrations and citizens, stressing the need to reassure users about the conditions under which their personal data are processed and shared when accessing electronic administration services.

In this regard, he called for an approach that guarantees data protection and respect for privacy, underlining the importance of integrating, during the upcoming phases of the “Idarati X.0” project, principles for safeguarding digital identity in order to sustainably regulate uses and secure the digital ecosystem.
