Nearly 1,000 New Buses Ready to Enter Service Starting November

Morocco is preparing to take a major step forward in modernizing its public transport system. Nearly 1,000 new buses will be delivered between the end of October and the beginning of November 2025, marking the official launch of the first phase of the National Urban Bus Transport Program (2025–2029). The announcement was made by Younès El Kasmi, Governor and Director of Urban Mobility and Transport at the General Directorate of Local Authorities (DGCT) under the Ministry of the Interior.

This first phase will cover major urban areas including Tangier, Tetouan, Fez, Rabat, Benslimane, Marrakech, and Agadir, along with their surrounding cities such as Fnideq, Assilah, Tamansourt, Benguerir, and Inzegane Aït Melloul. In total, 29 cities and urban zones will see their transport networks strengthened through this modern fleet, which represents the first component of a national program providing 1,487 buses in this initial stage.

The program also includes the introduction of electronic ticketing systems, operational assistance and passenger information systems (SAEIV), and the construction of modern maintenance centers.

Operation of the new buses will be entrusted to professional operators under a renewed delegated management model focused on service quality, innovation, and operational performance.

The following phases will further expand this dynamic:

  • Second phase: 18 delegating authorities covering 24 cities, including Dakhla, Guelmim, Oujda, Essaouira, Tinghir, Taounate, and Sidi Bennour.
  • Third phase: 12 delegating authorities covering 31 cities, among them Casablanca, Meknes, Khouribga, Laayoune, Beni Mellal, Nador, El Jadida, and Azemmour, with a total of 1,482 additional buses to come.

This initiative follows the High Royal Guidelines expressed by His Majesty King Mohammed VI in his message to the Second National Conference on Advanced Regionalization, held in Tangier in December 2024.

With an overall budget of nearly 11 billion dirhams, the program will benefit 37 delegating authorities across 84 cities and urban areas. It represents a structural transformation in mobility governance, placing citizens at the heart of public priorities and strengthening the Kingdom’s territorial cohesion.
