Morocco Presents Its Digital and Cybersecurity Strategy in Madrid

Morocco’s Ambassador to Spain, Karima Benyaich, highlighted on Wednesday in Madrid the Kingdom’s strategic commitment, under the enlightened leadership of His Majesty King Mohammed VI, to a secure, inclusive and human-centered digital transition.

Speaking at the Pre-Ministerial Summit on Piracy, Cybersecurity and Justice, a major event where Morocco was the guest of honor, the diplomat showcased the concrete progress achieved by the Kingdom, particularly in the modernization of technological infrastructure and the deployment of national cybersecurity strategies. These efforts have enabled Morocco to rank 34th worldwide in the Global Cybersecurity Index, further strengthening its position as a regional leader, she said.

Benyaich emphasized that these structural reforms have enhanced Morocco’s attractiveness for major international investors, supported by a strategic vision aimed at reinforcing political stability and ensuring legal security, both considered essential pillars of economic development.

Recalling Morocco’s sectoral performance, the ambassador noted that the Kingdom ranks among the world’s leading automobile producers and holds a prominent position in the aerospace and defense industries. She also pointed out that Morocco is the leading investor in Sub-Saharan Africa and the second-largest on the continent, illustrating the relevance of a development model based on a clear and proactive political vision.

She further stressed that while new technologies offer significant opportunities, they also raise global challenges that require stronger international cooperation and appropriate public policies. “The role of the State is essential to support these transformations,” she stated, advocating for the ethical and responsible use of artificial intelligence.

Highlighting Morocco’s identity, rooted in openness and religious tolerance, Benyaich recalled the role of His Majesty the King, Commander of the Faithful, as the guarantor of freedom of worship. She noted that this singularity translates into harmonious coexistence within the Kingdom, which acts as a bridge between the West and the Arab-Muslim world.

On this occasion, the Moroccan ambassador in Madrid received a distinction in recognition of Morocco’s sustained commitment to digital transformation and cybersecurity, acknowledging the Royal strategic vision and the major reforms implemented to position the Kingdom as a leading technological hub.

For his part, the Vice President of the International Association of Judges, Mohamed Redouane, emphasized the strategic importance of judicial challenges in the digital age. He highlighted the key role of the judiciary in the international debate on legal security, particularly in the face of emerging forms of cybercrime.

Redouane called for accelerating the modernization of the judicial system, stressing the need to strengthen judicial independence and improve the efficiency of procedures. According to him, adapting to technological transformations has become an essential lever to meet the demands of digital transformation.

The Pre-Ministerial Summit on Piracy, Cybersecurity and Justice brought together judicial officials, regulators and institutional representatives, notably from Latin America, to discuss the challenges linked to integrating new technologies into the justice sector.

Discussions during the summit focused in particular on issues related to international dialogue on justice, cybersecurity and the preservation of the digital ecosystem, as well as technological governance, digital regulation and the fight against organized crime in the digital era.
