Paraguay Strengthens Support for Morocco and Announces the Opening of a Consulate General in the Moroccan Sahara
A major diplomatic milestone was reached on Wednesday, October 29, 2025, in Rabat, as the Republic of Paraguay officially announced the upcoming opening of a Consulate General in the southern provinces of the Kingdom. This decision confirms Paraguay’s full and unequivocal recognition of Morocco’s sovereignty over its Sahara.





During a meeting held at the headquarters of the Ministry of Foreign Affairs in Rabat, Morocco’s Minister of Foreign Affairs, Nasser Bourita, met with his Paraguayan counterpart, Rubén Ramírez Lezcano. The Paraguayan minister reaffirmed his country’s firm and consistent support for Morocco’s territorial integrity and for the autonomy initiative proposed by the Kingdom in 2007, describing it as “the only serious, credible, and realistic basis” for resolving the regional dispute.
A strong and consistent diplomatic gesture
The announcement of the opening of a Consulate General in the Moroccan Sahara marks a decisive political move that reflects Asunción’s clear and coherent stance. This decision follows Paraguay’s 2014 withdrawal of its recognition of the so-called “rasd,” a pivotal moment in bilateral relations. Since then, a series of political consultations and joint declarations have reinforced Paraguay’s continued support for Morocco’s national cause.
Beyond its symbolic dimension, this initiative reflects the growing international recognition of Morocco’s sovereignty over its Sahara, particularly across Latin America, where an increasing number of countries are embracing Morocco’s vision for stability, development, and regional cooperation.
A thriving bilateral relationship
The two ministers praised the positive momentum characterizing relations between Morocco and Paraguay since the opening of their respective embassies in Rabat and Asunción. They reaffirmed their shared commitment to deepen political dialogue and strengthen bilateral cooperation in a spirit of friendship, trust, and continued consultation.
This shared vision was further consolidated during the second round of political consultations held in Rabat in June 2025, where both countries defined the strategic priorities of their partnership for the years ahead.
Diplomatic convergence and shared vision
The talks also highlighted the convergence of positions between Rabat and Asunción on several international issues, including the promotion of multilateralism, conflict prevention, South-South cooperation, and sustainable development.
Mr. Bourita commended the diplomatic vision of Paraguayan President Santiago Peña, based on stability, transparency, and interregional dialogue. For his part, Mr. Ramírez Lezcano expressed his country’s high regard for Morocco’s constructive role in strengthening bridges between Africa and Latin America.
A partnership built on trust and South-South solidarity
Both parties agreed to further expand institutional and parliamentary exchanges and to encourage the creation of joint mechanisms for sectoral cooperation and follow-up.
This historic decision by Paraguay consolidates a mature political partnership founded on mutual respect, trust, and South-South solidarity, reaffirming once again Morocco’s position as a key player in intercontinental dialogue and development diplomacy.
