Public and Private Sectors: INPPLC and ANGSPE Join Forces to Strengthen the Principles of Integrity, Transparency and Corruption Prevention

The National Authority for Integrity, Prevention and the Fight against Corruption (INPPLC) and the National Agency for the Strategic Management of State Holdings and the Monitoring of the Performance of Public Establishments and Enterprises (ANGSPE) signed, on Tuesday in Rabat, a memorandum of understanding as part of efforts aimed at strengthening the principles of integrity, transparency and corruption prevention within the public and private sectors.

The signing of this memorandum falls within the framework of implementing constitutional provisions, notably Articles 36 and 167 of the Constitution, and is consistent with the provisions of Law No. 46.19 relating to the INPPLC, Framework Law No. 50.21 on the reform of public establishments and enterprises, as well as Law No. 82.20 establishing the ANGSPE, the two parties stated in a joint communiqué.

The memorandum of understanding aims to establish an institutional framework for cooperation, coordination and consultation between the two parties in the areas of corruption prevention and the fight against corruption, the consolidation of the principles of good governance and ethics, and the moralization of public life within the Agency’s field of intervention. This is intended to support the objectives of reform of public establishments and enterprises, and to strengthen effectiveness, transparency and the correlation between responsibility and accountability.

The areas of cooperation include, in particular, the exchange of expertise and experience, the development and implementation of joint training programs, the conduct of joint studies and research, contributions to the development of corruption risk mapping, the joint organization of seminars and awareness-raising meetings, the exchange of knowledge on best international standards and practices, as well as support for public establishments and enterprises in setting up effective systems for managing corruption and conflict of interest risks.

The memorandum also provides for the establishment of a joint monitoring committee, tasked with developing an annual action plan, ensuring follow-up on the implementation of scheduled activities and producing periodic evaluation reports.

This partnership reflects the determination of both parties to pool their efforts and strengthen institutional complementarity, in the service of the public interest and the entrenchment of a culture of integrity and responsible governance within public establishments and enterprises.
