Spain: Tangier Municipality Wins the International “Open Gov Challenge” Award

The Tangier Municipality has won the International “Open Gov Challenge” Award on Thursday in Vitoria, northern Spain, for its flagship project “Greater Tangier: Participatory Budget.”

This recognition, presented during the 9th Global Summit of the Open Government Partnership (October 6–10), honors Tangier’s institutional efforts in establishing participatory democracy mechanisms and promoting the principles of transparency and openness.

The award was presented to the President of Tangier’s Municipal Council, Mounir Lymouri, during an official ceremony presided over by King Felipe VI of Spain, in the presence of senior government officials, representatives of international and regional organizations, and prominent figures in governance and territorial development.

According to Mr. Lymouri, this achievement represents international recognition of Tangier’s leadership in implementing innovative systems that encourage citizen participation in defining local public spending priorities. These transparent and consultative approaches highlight the values of participation and accountability while strengthening trust between citizens and local administration.

The Moroccan delegation attending the summit took part in several meetings and sessions, reaffirming Morocco’s commitment to transparency and open governance.

The “Open Gov Challenge” awards are among the most prestigious international distinctions recognizing exemplary government and community initiatives in the field of open governance. They honor national, regional, and local institutions as well as civil society organizations working to develop public management models based on openness, transparency, and integrity.

The Global Summit of the Open Government Partnership brings together more than 2,000 representatives from governments and civil society organizations to exchange experiences and best practices in open governance.

This initiative aims to institutionalize and anchor the principles of open government within local authorities, including transparency, accountability, access to information, citizen participation, and digital transformation.
