Latifa Akharbach, President of the High Authority for Audiovisual Communication (HACA): “Disinformation is now a major systemic risk”

Disinformation has become “a major systemic risk worldwide that requires a lasting response based on building social resilience,” said Latifa Akharbach, President of the High Authority for Audiovisual Communication (HACA).

This social resilience, she added, “relies both on freedom of expression and on the accountability of all actors in the public, media, and digital spheres.” Akharbach made these remarks during the International Regulators Forum held on October 20 and 21 in Bogotá, organized by the International Institute of Communications (IIC) in partnership with Colombia’s Communications Regulation Commission.

After outlining the Moroccan authority’s approach to promoting a culture of regulation, Akharbach emphasized the importance of involving media users, especially young audiences, in building civic resilience against disinformation and manipulation.

Speaking during a panel on “Building Digital Citizenship and Combating Disinformation,” the HACA President highlighted two strategic areas of focus: expanding media literacy and digital education, and strengthening professional journalism that serves the public interest.

The conference agenda also addressed several key topics of global concern for the international community of media and telecommunications regulators, including “The Evolution of Artificial Intelligence Regulation,” “Promoting Investment in Strategic Digital Infrastructure,” “Regulating Competition in the Digital Market,” “Protecting Minors Online,” and “Educating the Public in Media and Digital Literacy.”

The IIC Forum brought together senior representatives from media and telecommunications regulatory bodies, government officials, researchers, and digital technology experts from across the five continents.

The International Institute of Communications, of which HACA is an active member, is a non-profit, non-governmental organization founded in 1969 in London. As a think tank, it aims to foster dialogue among media and telecommunications operators, regulators, academics, researchers, and government representatives, while deepening their shared reflection on the evolution of these sectors and the economic, social, and cultural implications of that evolution.
