COP30 Kicks Off in Brazil with Morocco’s Participation

The 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30) officially opened on Monday in Belém, in the Brazilian Amazon, with the goal of giving new momentum to global climate action.

Morocco is taking part in this major international event, which runs until November 21, through an official delegation led by Leila Benali, Minister of Energy Transition and Sustainable Development.

According to the government of the State of Pará, delegations from 194 countries and the European Union are attending the COP30. The capital of this Amazonian state is expecting over 50,000 visitors, including negotiators, observers, scientists, government representatives, civil society organizations, and social movements.

Participants will discuss the priorities set by the Brazilian presidency: strengthening multilateralism, bringing climate policies closer to people’s daily lives, and accelerating the implementation of the Paris Agreement.

For the first time, the COP is being held in the heart of the Amazon, a region that symbolizes the global climate emergency. The choice of Belém highlights the strategic importance of the Amazon rainforest in regulating the planet’s climate and finding sustainable solutions.

COP30 is also expected to host the largest Indigenous mobilization in the history of the summit, with over 3,000 participants representing Amazonian Indigenous peoples.

A total of 286 events are scheduled across the blue and green zones, distributed among four auditoriums. The pavilions will bring together Brazilian and international communities for discussions on the fight against climate change.

Negotiations will focus primarily on revising Nationally Determined Contributions (NDCs)—commitments to reduce greenhouse gas emissions—as well as on climate financing and support mechanisms to help developing countries in their energy transitions.

Each “Thematic Day” has been designed to align with the six pillars of the COP30 Action Agenda—Energy, Industry and Transport; Forests, Oceans and Biodiversity; Agriculture and Food Systems; Cities, Infrastructure and Water; Human and Social Development; and Cross-cutting Issues—while showcasing the 30 key objectives set by the COP30 presidency for implementation.

Beyond the official negotiations in the blue zone, numerous activities will take place throughout the city to raise public awareness about the many dimensions of the climate crisis.

The opening of COP30 follows the Climate Leaders’ Summit, held on November 6 and 7, which brought together heads of state and government, ministers, and representatives of international organizations from 153 delegations. Morocco was represented by Minister Leila Benali and Ambassador of His Majesty the King to Brazil, Nabil Adghoghi, who joined discussions on the urgent challenges of climate change and the commitments needed to address them.
