House of Representatives: Finance Committee Adopts the First Part of the 2026 Finance Bill
The Finance and Economic Development Committee of the House of Representatives adopted, in the early hours of Wednesday, by majority vote, the first part of the 2026 Finance Bill (PLF 2026).

This section of the bill was approved by 24 members and opposed by 10 others. In total, 350 amendments were submitted during the session, which was attended by Fouzi Lekjaa, Minister Delegate in charge of the Budget. Among these, 325 came from the opposition, 23 from the majority, and two were introduced by the government itself.
In a statement to MAP following the meeting, Zaina Chahim, Chair of the Finance and Economic Development Committee, expressed satisfaction with the positive conditions under which the session took place. She praised the seriousness with which both majority and opposition parliamentary groups approached the content of the PLF 2026, noting that the proposed amendments mainly concerned customs and tax provisions.
According to Ms. Chahim, the vote was held in a calm atmosphere, marked by government responsiveness to the comments and proposals made by committee members from across the political spectrum.
It is worth recalling that Minister of Economy and Finance Nadia Fettah had previously emphasized, during the general discussion of the bill before the same committee, that the overall context of its preparation reflects a new phase in Morocco’s economic trajectory, shifting from a post-crisis resilience model to one of sustainable growth and diversification of wealth sources within a high-performing, forward-looking national economy.
The Minister also highlighted Morocco’s notable performance in maintaining macroeconomic stability and strengthening financial sovereignty, thanks to tax reforms, rationalized spending, and improved resource mobilization. These measures, she noted, have helped reduce public debt and bolster international confidence, paving the way for greater attractiveness to foreign investors.
