Tokyo: High-Level Forum on Universal Health Coverage opens with Morocco’s participation
The High-Level Forum on Universal Health Coverage (UHC) opened on Saturday in Tokyo with the participation of Morocco.

The Kingdom is represented at the event by a delegation led by the Minister of Health and Social Protection, Amine Tehraoui.
Co-organized by the Government of Japan, the World Health Organization (WHO) and the World Bank Group, the forum provides a strategic platform for Health and Finance Ministers to advance UHC through innovative approaches to financing and health-system reform.
During the Forum, the 2025 Global UHC Monitoring Report, a joint publication by WHO and the World Bank, will be presented, and several country leaders will announce their national health pacts.
The event will also feature the official launch of the Tokyo UHC Knowledge Hub, established by WHO and the World Bank with Japan’s support. The hub will offer capacity-building programs for leaders in Health and Finance ministries.
At this event, Morocco will highlight the progress made in the major project of generalizing social protection, as well as the comprehensive overhaul of its national health system.
Special emphasis will be placed on the evolution of the health budget. The annual budget of the Ministry of Health and Social Protection has been significantly strengthened, increasing from 19.7 billion dirhams in 2021 to 42.4 billion dirhams in 2026, an increase of 115%. This historic rise confirms the priority the Kingdom accords to the health sector.
