Marrakech: Morocco and ICAO sign two agreements to boost training and innovation in civil aviation

Two agreements were signed on Tuesday between Morocco’s Ministry of Transport and Logistics and the International Civil Aviation Organization (ICAO), with the aim of strengthening training and innovation in the civil aviation sector.

The first agreement, signed on the sidelines of the fifth edition of the Global Implementation Support Symposium 2026 (GISS 2026) by Minister Abdessamad Kayouh and ICAO Secretary General Juan Carlos Salazar, falls within the framework of enhanced international cooperation. It aims to implement an international training program for civil aviation inspectors for the benefit of member states, particularly developing countries.

The three-year program, beginning this year, seeks to train nearly 100 inspectors annually, thereby contributing to improved aviation safety and stronger civil aviation oversight worldwide.

It will cover several areas, including air operations, aircraft airworthiness, aviation security, navigation, accident investigations and air transport, in line with international standards. Training sessions will be held in Morocco, either in person or in hybrid format, in both French and English.

Under the agreement, ICAO will manage the program, including coordination with member states, processing applications and making admission decisions, while the Ministry of Transport will provide funding as well as the necessary infrastructure and equipment.

The initiative marks a strategic step in reinforcing Morocco’s position as a regional training hub in civil aviation while contributing to the development of international expertise.

The second agreement, also signed by the two officials, is aimed at strengthening Morocco’s aviation system by improving capabilities in facilitation and security in accordance with international standards.

On the facilitation side, the project seeks to optimize passenger processing and border management, notably through advanced risk assessment practices for certain categories of travelers, including inadmissible persons.

It also aims to improve procedures to ensure that stronger security requirements do not hinder the smooth flow of travel, thereby maintaining a balance between control measures and passenger comfort.

In the field of security, the agreement addresses key issues such as screening individuals benefiting from special privileges, including diplomats, in compliance with international conventions. It also aims to strengthen the security of sensitive cargo and develop cybersecurity measures to protect aviation systems and critical data.

Through expert assessments and the involvement of all stakeholders, the agreement seeks to build sustainable capacities, support Morocco’s strategic objectives and consolidate the Kingdom’s position as a regional leader in aviation.

The fifth edition of GISS is being organized by the Ministry of Transport and Logistics in partnership with ICAO, under the High Patronage of His Majesty King Mohammed VI, until April 16 under the theme: “Regional Solutions, Global Benefits.”
