The agreement was initialed by the Minister Delegate for Digital Transition and Administrative Reform, Amal El Fallah, and the co-founder and CEO of Mistral AI, Arthur Mensch, during a ceremony attended by the Minister of Industry and Trade, Ryad Mezzour, as well as several high-level figures, including Omar Seghrouchni, President of the National Commission for the Control of the Protection of Personal Data (CNDP), Khalid Safir, Director General of the Caisse de Dépôt et de Gestion (CDG), and Nezha Hayat, Director General of the Mohammed VI Fund for Investment.
The signing of this MoU comes at a strategic moment when Morocco, driven by an ambitious Royal Vision and major structural reforms, is accelerating its digital transition to consolidate its position as a regional technology hub and a key player in global innovation, with artificial intelligence (AI) as its spearhead.
In a statement to the press, El Fallah noted that Mistral AI’s recent fundraising paves the way for close cooperation with Morocco, stressing that the agreement will help develop AI programs in line with initiatives already discussed at the National AI Conference.
She added that specific projects will also be launched in the linguistic field, with the aim of mainstreaming the use of AI in this essential area.
For his part, Mensch said that Mistral AI is delighted to work with Morocco and to launch this first stage of cooperation with the Ministry of Digital Transition and Administrative Reform. He pointed out that his company already collaborates with several public services in Europe and elsewhere in the world, adding that Mistral AI aims to strengthen its presence in the Kingdom by developing partnerships with both the public and private sectors.
The partnership focuses on developing local AI skills through training, applied research, and knowledge sharing, on fostering the emergence of startups and industrial projects based on sovereign AI solutions tailored to the needs of Moroccan companies, as well as on promoting the ethical, inclusive, and responsible use of AI that ensures data protection and citizen trust. It also aims to strengthen Morocco’s role as a regional and African reference platform in AI and digital innovation.
This partnership reflects a shared determination to combine technological innovation, digital sovereignty, and international cooperation, paving the way for a development model in which AI becomes a driver of economic competitiveness, modernization of public services, and social progress.
