Signed by AUC President Mahmoud Ali Youssouf and PYU President Dialla Moumouni, the document fully recognizes the key role of the Pan-African Youth Union as the official representative body of youth from the 54 African countries. The PYU will henceforth be considered the African Union’s preferred partner in promoting the rights, empowerment, and contribution of young people to the continent’s development.
This new partnership ushers in a new era of structured and sustainable institutional cooperation between the two entities, reflecting their shared determination to build a united, integrated Africa driven by its youth.
Since the establishment of the PYU headquarters in Rabat, and thanks to the support of the Moroccan government—in line with the vision of African solidarity and unity championed by His Majesty King Mohammed VI—the organization has experienced a strong revitalization. This has been reflected through multiple youth-focused events held across African cities including Marrakech, Rabat, Addis Ababa, Accra, Luanda, Brazzaville, Ouagadougou, and Kampala.
In this regard, Mahmoud Ali Youssouf commended Morocco for successfully hosting the PYU headquarters, highlighting the Kingdom’s firm and lasting commitment to the interests and causes of African youth.
Speaking at the signing ceremony, he reaffirmed his personal commitment—and that of the AUC—to ensuring that this partnership flourishes for the benefit of Africa’s greatest wealth: its youth.
“Today marks a historic milestone in our collective effort to place African youth at the heart of our continent’s development,” he said, emphasizing that this signing is not a mere formality but a solemn pledge by the AUC to stand alongside the PYU in advancing the aspirations, rights, and leadership of African youth.
He further noted that the AU Executive Council has long recognized the PYU as the continental coordinating body for youth organizations and the AU’s focal agency for youth affairs, adding that this memorandum gives renewed meaning to that recognition.
“With this memorandum, we are launching a process of revitalization, reform, and empowerment so that the PYU can become a truly representative and effective voice for young Africans around the world,” he stated.
For his part, Dialla Moumoun reaffirmed the PYU’s commitment to working in synergy with the African Union and all stakeholders in the youth sector to translate the aspirations of African youth into concrete actions fostering progress, peace, and unity.
The signing ceremony was attended by Mohamed Arrouchi, Morocco’s Ambassador and Permanent Representative to the AU and UNECA, as well as Mohamed Ouziane, Director of Cooperation, Communication and Legal Studies at the Ministry of Youth, Culture, and Communication.
Also present were the PYU Secretary-General Wiisichong Bening Ahmed and Executive Director Imane Ibnelmelih.
