HM King Mohammed VI Redefines the Geographical Priorities of Territorial Development in Morocco

In this visionary and insightful address, the Sovereign placed territorial development at the heart of the national project, affirming that the true measure of a nation’s progress lies in the quality of life of its citizens, wherever they live, and in the vitality of its regions.

His Majesty called for a paradigm shift in territorial governance, one based on responsibility, performance, and transparency. He also emphasized the need for intelligent use of local data and modern digital tools to better identify needs and evaluate results.

The Royal Speech set out three key pillars for this new phase of territorial development:

  • Rehabilitation of mountain and oasis regions, which have long remained on the margins, through an integrated public policy adapted to their geographical and human realities.
  • Sustainable enhancement of Morocco’s coastline, through the effective implementation of the National Coastal Plan, reconciling economic growth, ecological preservation, and balanced coastal development.
  • Revitalization of emerging rural centers, to control urban expansion and bring essential services closer to rural populations, thereby strengthening territorial cohesion.

In a tone both firm and full of hope, His Majesty urged public officials to break free from administrative inertia and counterproductive practices, calling for a national mobilization around territorial investment. The King reminded that Morocco’s future success will depend on the country’s collective ability to transform its territories into engines of fair and inclusive growth.

Through this new direction, the Royal Speech positions territorial development as a central pillar of modern Morocco — a confident, balanced, and inclusive nation where every region, province, and commune contributes fully to the dynamic of national progress.
