For this law professor at Université Paris Cité, it is a “guidance speech addressed to both the government and Parliament to ensure that there is no room for a Morocco moving at two different speeds, as the Sovereign had stated during the Throne Speech.”
“This speech follows the tradition of previous ones, calling on the government and parliamentarians to undertake serious work and implement effective reforms,” Besnard affirmed.
Through this mobilizing speech, he added, His Majesty the King defines the key guidelines that should direct the actions of the government and Parliament to serve the higher interests of the Nation and its citizens, particularly in terms of development and social justice.
In his address to Parliament, the Sovereign affirmed that the dual objective of “achieving social justice and combating inter-regional disparities are not empty slogans, nor do they constitute a temporary priority whose importance may decline depending on circumstances.”
“Rather, I view this as a strategic policy objective to which all actors must adhere; it is a vital, core element which must govern and determine all development policies,” the Sovereign indicated.
