This draft decree, presented by the Minister of Higher Education, Scientific Research, and Innovation, aims to complement the provisions of Decree 2.15.183 by adding two institutions created under partnerships with the State: the Higher School of Water, Energy, and Sustainable Development Techniques, and the Higher School of Biomedical Engineering and Health Technologies, said Mustapha Baitas, the Minister Delegate in charge of Relations with Parliament and Government Spokesperson, during a press briefing following the Council meeting.
Additionally, the Council was briefed on a cooperation agreement between Morocco and Iraq concerning the transfer of sentenced persons, in accordance with the 1983 Riyadh Convention, as well as the draft law approving this agreement.
This convention, signed on August 28, 2025, in Rabat, along with Draft Law No. 56.25 approving the agreement, was presented by the Minister of Justice on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad.
