United Nations Security Council: Full Text of the Resolution on the Moroccan Sahara

PP1 – Recalling and reaffirming all its previous resolutions concerning Western Sahara;

PP2 – Expressing its full support for the Secretary-General and his Personal Envoy, Staffan de Mistura, in their efforts to implement Security Council resolutions and advance the political process, including through continued consultations between the Personal Envoy and Morocco, the POLISARIO Front, Algeria, and Mauritania to consolidate progress achieved;

PP3 – Reaffirming its commitment to help the parties reach a just, lasting, and mutually acceptable political solution based on compromise, in accordance with the principles and purposes of the United Nations Charter, including the principle of self-determination, and noting the role and responsibilities of the parties in this regard; emphasizing the urgency for the parties to achieve such a solution; recognizing the current momentum and urgency, and also acknowledging the important role of MINURSO in supporting the Personal Envoy to achieve a mutually acceptable political solution;

PP4 – Taking note in this context of the support expressed by numerous Member States for Morocco’s Autonomy Proposal, presented on April 11, 2007, to the Secretary-General as a basis for a just, lasting, and mutually acceptable solution to the dispute; affirming that genuine autonomy under Moroccan sovereignty could constitute the most achievable solution; and further welcoming the commitment of Council members to facilitate progress;

PP5 – Welcoming the initiative of the Personal Envoy to convene the parties in order to build on the current momentum and seize this unprecedented opportunity for lasting peace; urging full support and good-faith engagement in negotiations; and expressing appreciation to the United States for their willingness to host negotiations in support of the Personal Envoy’s mission to achieve a solution for Western Sahara and the region;

PP6 – Emphasizing the importance of respecting the ceasefire and avoiding any actions that could jeopardize the political process;

PP7 – Noting with deep concern the insufficient funding for Sahrawi refugees and strongly calling on donors to provide additional resources while reiterating requests for the registration of refugees;

Having examined the Secretary-General’s report of September 30, 2025 (S/2025/612):

  1. Decides to extend the mandate of MINURSO until October 31, 2026;
  2. Expresses its full support for the Secretary-General and his Personal Envoy in facilitating and conducting negotiations based on Morocco’s Autonomy Proposal with a view to achieving a just, lasting, and mutually acceptable political solution to the dispute, in accordance with the United Nations Charter, and welcomes any constructive proposals from the parties in response to the Autonomy Proposal;
  3. Urges the parties to engage in these discussions without preconditions, taking Morocco’s Autonomy Proposal as the basis, with the goal of reaching a final, mutually acceptable political solution providing for the self-determination of the people of Western Sahara, recognizing that genuine autonomy could represent the most achievable outcome, and encourages the parties to submit ideas to support a final mutually acceptable solution;
  4. Invites Member States to provide appropriate assistance and support to these negotiations and the efforts of the Personal Envoy;
  5. Requests the Secretary-General to regularly inform the Security Council and provide updates at any time during the mandate, and further requests that within six months of the mandate renewal, the Secretary-General carry out a strategic review regarding the future mandate of MINURSO, taking into account the outcome of the negotiations;
  6. Decides to remain seized of the matter.
