In his opening address, Mr. Bourita recalled the Kingdom’s constant commitment, under the enlightened vision of His Majesty King Mohammed VI, to a comprehensive and humanistic approach to the terrorist phenomenon. The Minister stressed the importance of prevention, regional cooperation, and addressing root causes, while highlighting the crucial role of victims in building effective public policies.
For his part, Mr. Alexandre Zouev hailed Morocco’s leadership and the quality of the strategic partnership with UNOCT, asserting that this first conference constitutes “a historic step” in creating a fairer and more supportive international response towards African victims of terrorism.

This pioneering conference offers a unique platform to give a voice to victims and their families, share national experiences in victim care, develop avenues for cooperation between African countries and international institutions, and strengthen legal frameworks designed to protect victims and preserve their dignity.
The work falls within the continuity of initiatives led by Morocco within the United Nations, particularly as co-chair of the Global Counterterrorism Forum (GCTF) and a key partner in many capacity building programs.
