CSPJ and the Presidency of the Public Prosecutor’s Office join the National Right of Access to Information Portal

The agreement was signed by the First President of the Court of Cassation and Delegate President of the CSPJ, Mohamed Abdennabaoui, the Prosecutor General of the King at the Court of Cassation and Head of the Public Prosecutor’s Office, Hicham Balaoui, and the President of the CDAI, Omar Seghrouchni.

On this occasion, Mr Abdennabaoui said that for the Council, activating the right of access to information reflects a deep conviction rooted in openness and in facilitating users’ access to information as a fundamental pillar for strengthening trust in justice and for consolidating the principles of good governance, integrity and transparency. He stressed that the CSPJ’s accession to the national portal represents a major step in this process, given its constitutional and institutional significance. He added that the Council does not only make information available to applicants, but also works to improve this practice in terms of relevance, ease of access, understanding and use, noting that the quality of information is a key indicator of transparency, governance and institutional performance.

For his part, Mr Balaoui said that the signing of this agreement reaffirms the commitment and ambition of the judiciary, in all its components, to strengthen its role in guaranteeing individuals’ right of access to information. He expressed hope that this partnership will achieve its objectives and serve as an institutional mechanism to enhance the effectiveness of the national system for access to information.

Aware of the importance of this right, the Presidency of the Public Prosecutor’s Office has issued a circular to the competent prosecution services regarding the provisions of the law on access to information. The circular also urges public prosecutors to ensure the management, updating, classification and preservation of information in databases, as well as proactive publication of information.

Mr Seghrouchni said that the signing of this partnership agreement represents an important milestone and reflects growing awareness among institutions of the vital importance of the right of access to information as a fundamental pillar for upholding the rule of law and equality, in line with the Constitution. He added that this agreement comes as part of the launch of the National Right of Access to Information Portal, which enables citizens to access reliable information, helps combat misinformation and strengthens the management of public affairs.

The National Right of Access to Information Portal is designed to allow citizens and legally resident foreigners in Morocco to submit and track their information requests and complaints in accordance with Law No. 31.13, while providing accurate data and indicators to the CDAI, thereby improving service quality and the overall efficiency of the access to information system.
