Defense: Morocco Explores Acquisition of French Submarines to Boost Naval Power

This initiative comes amid the reactivation of the Franco-Moroccan strategic defense partnership. Paris has recently reinforced its diplomatic presence in Rabat, notably through the appointment of a defense attaché, following an in-depth bilateral strategic dialogue.

A “defense procurement committee” has also been established by the French Directorate General of Armaments (DGA). Its clear objective is to promote industrial cooperation between the two countries and support the development of Morocco’s Defense Industrial and Technological Base, with a focus on knowledge transfer and sustainable investment.

French “Scorpène” Submarines for Morocco

At the heart of France’s industrial offer is Naval Group, a leader in military shipbuilding. The company has proposed the “Scorpène” submarine to Morocco, known for its stealth, versatility, and underwater combat capabilities. Already exported to several foreign navies, the Scorpène represents a strategic product for Paris, which seeks to leverage its long-standing ties with Rabat to secure the deal. The acquisition could involve multiple vessels, according to ongoing discussions.

Intense International Competition

France is not the only contender. German group ThyssenKrupp Marine Systems and Spanish company Navantia are also closely following the project. This competition highlights the growing strategic appeal of Morocco’s defense market, which has become a sought-after space for several major industrial powers.

In recent years, the United States and Israel have expanded their presence in other defense sectors, particularly in aviation, space, and intelligence technologies. The naval sector, however, remains an area where France retains significant advantages.

A Strategic Leap for the Royal Moroccan Navy

For Morocco, acquiring submarines would represent a major qualitative leap. It would allow the Royal Moroccan Navy to broaden its deterrence capabilities, secure its maritime zones more effectively, and strengthen its position in a region marked by growing energy, commercial, and security stakes.

The Western Mediterranean and Atlantic corridors are key strategic areas for the Kingdom. In a shifting regional environment, developing a submarine capability would enhance Morocco’s strategic autonomy and credibility as a central actor in regional maritime security.

While no official decision has yet been announced, ongoing discussions clearly reflect Morocco’s ambition to reach a new level in modernizing its naval forces, within a framework of long-term industrial partnership.
