World Cup 2030: Morocco sets up regional companies to manage stadiums

Signed by Head of Government Aziz Akhannouch, the texts establish “Sports Infrastructure Companies” in each of the concerned cities. Each entity will have a capital of 20 million dirhams and will rely on a partnership bringing together the State, local authorities and stakeholders of national football.

Within this framework, the State, through the Ministry of Economy and Finance, will contribute half of the capital, or 10 million dirhams per company. The regions will contribute 4.5 million dirhams each, while the Royal Moroccan Football Federation (FRMF) will participate with 3.5 million dirhams. The municipalities of the concerned cities will complete the financing with a contribution of 2 million dirhams each.

These joint-stock companies, equipped with a board of directors and created in accordance with the law governing joint-stock companies, will be tasked with ensuring the overall management of stadiums and sports complexes linked to the organization of the 2030 World Cup. Their role will not be limited to infrastructure maintenance. They will also be responsible for developing a sustainable economic model based on the enhancement of facilities in line with international standards.

The strategy notably plans to diversify revenue sources through digital ticketing, the commercialization of advertising spaces, the hosting of sports and cultural events, as well as the operation of commercial and catering areas. The objective is to ensure the profitability and long-term sustainability of the stadiums while reducing dependence on public funding.

Beyond the World Cup, these infrastructures will also have a territorial and social vocation. They will remain accessible to local clubs, associations and young people in order to encourage sports practice and contribute to regional development.

This initiative forms part of a broader approach aimed at modernizing sports governance in Morocco. By structuring the management of infrastructure and professionalizing its operation, the government seeks to best prepare for the organization of the 2030 World Cup while leaving a lasting legacy for national sport.
