Security, modernization and international cooperation: the DGSN presents a 2025 record marked by efficiency and anticipation

For the General Directorate of National Security (DGSN), 2025 was a year of consolidating the major structural reforms undertaken in the service of citizen security and the modernization of police action. Through a detailed and data-driven annual report, the institution highlights a strategy built around digital transformation, the strengthening of community policing, effective crime fighting, and the affirmation of Morocco’s role on the international security stage.

At the structural level, the DGSN continued to modernize its infrastructure, with the completion of works on the new central headquarters in Rabat, scheduled to enter service in 2026, and the opening in Ifrane of the Higher Institute of Security Sciences, designed as a leading academic hub in Africa and the Arab world. The strengthening of territorial coverage was also reflected in the creation and upgrading of new security zones, the opening of police training schools, and the commissioning of modern command and coordination centers in several major cities.

The year 2025 was also marked by significant investment in security technology, notably through the deployment of intelligent video surveillance systems, the use of drones, the generalization of command rooms, the modernization of the police vehicle fleet, and the introduction of non-lethal intervention equipment, in line with international human rights standards.

In terms of digital transformation, the DGSN strengthened the “E-Police” platform and continued the digitization of police public services. The gradual rollout of online services related to the electronic national identity card, criminal records, and the management of judicial files illustrates a clear determination to bring the security administration closer to citizens, both in Morocco and abroad, particularly for Moroccans living overseas.

Regarding crime fighting, 2025 indicators show overall stability in the volume of recorded cases, combined with a significant decline in violent crime, down by nearly 10 percent. The crime clearance rate reached a record level of around 95 percent, confirming the effectiveness of prevention, intervention and investigation mechanisms. Drug seizures, the fight against international trafficking networks, the decline in synthetic drugs, efforts against cybercrime, and the dismantling of illegal immigration networks all reflect proactive and targeted security action.

The report also highlights the strengthening of a human rights-based approach, through thousands of training sessions, mechanisms to monitor detention facilities, and sustained cooperation with national and international institutions for the protection of fundamental rights.

On the international front, 2025 marked a major turning point with the organization in Marrakech of the 93rd Interpol General Assembly, underscoring the credibility and leadership of the Moroccan security model. Dozens of bilateral meetings, the signing of new cooperation agreements, and international distinctions awarded to Moroccan security officials further confirmed the Kingdom’s position as a central player in regional and international security.

Finally, human resources management occupied a strategic place, with ambitious recruitment campaigns, enhanced training programs, an active policy of promotion, mobility and social support, as well as a rigorous system of discipline and accountability, serving as a guarantee of public trust.

Through this 2025 report, the DGSN reaffirms its commitment to building a modern, citizen-oriented, efficient police force that respects rights, is capable of anticipating future security challenges, and can support the major national and international events that the Kingdom is preparing to host.
