Morocco Scores Major Victory in European Parliament on Labeling of Moroccan Sahara Products
The European Parliament has just signed off on a major political and legal victory for Morocco by rejecting, on Thursday in Strasbourg, the desperate attempt by two sovereignist MEPs to challenge the labeling regime for agricultural products originating from the Kingdom’s Southern Provinces. This clear decision confirms the solidity of the EU–Morocco agreement, the recognition of the legality of marketing Saharan products, and the continuity of the strategic partnership between Rabat and Brussels.
Hostile Maneuver Unambiguously Swept Aside
The initiative, led by two MEPs hostile to the Morocco–EU relationship, sought to contest the delegated regulation adopted by the European Commission on October 16, 2025. Their objective was to create a political breach by challenging the regional designation applied to fruits and vegetables coming from the Moroccan Sahara. However, their arguments, based on a biased interpretation of European jurisprudence, failed to generate any significant support. The assembly categorically rejected this attempt at the political instrumentalization of commercial law.
EU–Morocco Agreement Recognized as Fully Compliant
The Parliament’s rapporteurs recalled that the mechanism strictly falls within the framework of Decision 2/2025 of the EU–Morocco Association Council, which constitutes the legal basis for the customs protocol linking the two partners. Certificates of origin will therefore continue to indicate the region of production, a practice that is compliant, transparent, and already validated by European bodies. The “country of origin” box remains voluntarily uncompleted, without altering legal certainty or readability for European operators.
A Moroccan Diplomatic Victory Consistent with National Fundamentals
This outcome strengthens Morocco’s clear position, as reaffirmed by Nasser Bourita in his statement of October 2, 2025: the EU–Morocco agreement “provides all the necessary clarifications, in full respect of the Kingdom’s national fundamentals,” and remains faithful to the spirit of the 2018 exchange of letters.
The Minister had stressed that the European provision officially confirms the application of European preferential tariffs to products originating from the Southern Provinces, thereby enshrining their full integration into the framework of the Association Agreement with Morocco.
Implicit Recognition of the Kingdom’s Economic Sovereignty
By confirming the validity and stability of the legal framework governing agricultural exports from the Moroccan Sahara, the European Parliament invalidates hostile rhetoric and puts an end to any attempt to politicize bilateral trade. This decision marks a strategic step forward for Rabat: it reaffirms Morocco’s legitimacy in its Southern Provinces and neutralizes pressures aimed at obstructing the region’s economic development.
Once again, Europe confirms the strength of its partnership with Morocco — a partnership that is solid, clear, durable, and aligned with the Kingdom’s strategic interests.
