CNSS Press Release on the Social Contribution Base Effective from October 1, 2025

This order clarifies the elements exempt from contributions, their ceilings, and the conditions governing their application. It also removes any ambiguity in the current regulations and aims to harmonize declaration and inspection practices, while facilitating employer compliance through simplified tools.

Accordingly, all employers are urged to review their payroll settings and adapt their procedures to the new provisions in order to ensure compliance.

To this end, the CNSS has established a support system for employers, social partners, and professionals in accounting and human resources. The objective is to promote a clear understanding of the new measures and ensure a smooth transition. This initiative includes an updated guide on the social contribution base and the organization of regional information and awareness sessions.
