Rabat: Official launch of the deployment of the “Startup Venture Building” offer to support and finance startups

The Ministry of Digital Transition and Administrative Reform, in partnership with Tamwilcom, officially launched on Wednesday in Rabat the deployment of the “Startup Venture Building” (VB) offer, a structuring mechanism dedicated to supporting and financing innovative Moroccan startups.

Presided over by the Minister Delegate in charge of Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, and the Director General of Tamwilcom, Said Jabrani, the ceremony brought together key players from the national digital entrepreneurship ecosystem, support structures and institutional partners involved in the development of innovation in Morocco.

Aligned with the New Development Model (NMD) and placed at the heart of the Digital Morocco 2030 strategy, this mechanism aims to energize the national startup ecosystem by offering a continuum of support ranging from ideation to growth. It plans to support more than 800 young innovative companies across the entire national territory over a three-year period.

Speaking on the occasion, Ms. Seghrouchni stressed that the VB offer is an essential component of the Digital Morocco 2030 strategy, noting that this mechanism enriches existing tools by establishing a continuum of financial and technical support covering all phases of startup development.

“This is a new step in turning Morocco’s ambition to establish itself as a regional innovation hub into reality,” the minister said.

She added that the objective of this mechanism is to create the necessary conditions for the best ideas, carried by the best talents and supported by high-quality guidance, to be transformed into innovative companies capable of structuring the national digital economy.

She also highlighted the strategic impact of this program, which aims to strengthen the entrepreneurial spirit of young talents, maximize their chances of success, and contribute to the emergence of an inclusive, resilient and sustainable digital economy.

For his part, Mr. Jabrani emphasized the operational dimension of the Startup VB offer, designed as an unprecedented mechanism combining structured support and targeted financing. He considered that the success of the program relies on clear coordination between partner structures, responsible for providing high-level support, and the financial instruments made available to project leaders.

According to him, this integrated approach will make it possible to rapidly transform ideas into viable and competitive companies, capable of generating commercial traction and integrating into national and international markets.

In this context, Mr. Jabrani highlighted the innovation introduced through the “living allowance,” a monthly income intended to secure experienced project leaders and offer them the stability needed to fully dedicate themselves to building their startup. He stressed that this mechanism, unprecedented within the Moroccan ecosystem, complements other financing instruments by providing a concrete response to entrepreneurs’ needs at every stage of maturity.

He also noted that the VB offer is not limited to financial support, but constitutes a genuine framework of trust for startups.

“By mobilizing renowned national and international partners, the mechanism aims to create an environment conducive to innovation, where young Moroccan talents can benefit from intensive support, easier access to markets and accelerated growth,” he said.

This launch marks a new stage in the realization of Morocco’s ambition to establish itself as a regional hub for digital innovation, by providing young entrepreneurs with the means to build the national champions of tomorrow.

The ceremony was marked by the official signing of contracts linking Tamwilcom to the six selected support and acceleration structures. Two Moroccan operators, CEED Maroc and Technopark, as well as four international partners, Flat6Labs (Egypt), Open Startup International, Renew Capital LLC and 500 Global (United States), were selected for their recognized expertise in venture building and the acceleration of high-potential startups.

The program also provides incentive and support mechanisms for partner structures, in order to guarantee them the necessary resources to offer startups high-level support aligned with the ambitions of the mechanism.

On the financial front, the Startup VB offer provides four complementary instruments, linked to cover all stages of entrepreneurs’ development: the living allowance ensures a stable monthly income for experienced project leaders to provide the necessary stability; the incubation grant (up to 200,000 dirhams) finances prototyping, design, branding and market validation; the honor loan (interest-free and without guarantees, up to 500,000 dirhams) supports commercial launch; and the seed loan (from 500,000 to 2 million dirhams) supports acceleration in addition to fundraising.

These financial mechanisms, combined with intensive support provided by specialized structures, establish an integrated system covering the entire startup life cycle, from ideation to fundraising.

With a budget of more than 700 million dirhams, this mechanism aims to foster the emergence of a new generation of innovative startups, called upon to become the future national digital champions and to sustainably strengthen Morocco’s digital economy.
