INPPLC, DGSN–DGST Hub Sign Partnership & Cooperation Agreement
Rabat - A partnership and institutional cooperation agreement was signed on Tuesday in Rabat between the National Authority for Probity, Prevention, and the Fight against Corruption (INPPLC) and the Hub of the General Directorate of National Security and the General Directorate for Territorial Surveillance (DGSN–DGST).


“Of strategic and legal significance, this agreement goes beyond a mere technical cooperation mechanism, it clearly reflects the State’s determination to strengthen its internal front against the dangers of corruption, by laying the foundations for lasting institutional coordination and complementarity between a sovereign security body and an independent constitutional authority, thus establishing a comprehensive approach that combines prevention and enforcement as solid pillars to reinforce the State’s and society’s immunity against corruption,” according to a joint statement.
Signed by the Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, and the President of the INPPLC, Mohamed Benalilou, this agreement, prepared since July 4, 2025, is rooted in a strong institutional conviction that the missions entrusted to the Authority in receiving complaints, reports and information related to corruption crimes, as well as conducting investigations, can only be fully effective through close cooperation with security bodies capable of ensuring efficiency, professionalism, and the primacy of law while upholding human rights.
The agreement also reflects a high level of institutional awareness of the strategic role of modern security bodies in promoting good governance, in line with international best practices.
Through this agreement, both parties aim to achieve several qualitative objectives, notably strengthening partnership and complementarity between the two institutions in the areas of corruption prevention and combat, enhancing coordination and information exchange to ensure the efficiency of investigations and inquiries related to corruption cases.
It also provides for the development of institutional capacities through basic, continuous, and specialized training programs, as well as the exchange of expertise and best practices. The agreement further seeks to position cooperation between the two parties as a lever to reinforce Morocco’s institutional standing in the field of integrity at regional and international levels, while supporting the Kingdom’s efforts to honor its international commitments in the fight against corruption.
The areas of cooperation defined by the agreement include several advanced practical initiatives, such as information and data sharing within the scope of their respective mandates, and the exchange of technical support tools for monitoring corruption cases.
These initiatives also cover the organization of specialized training sessions on investigation and inquiry techniques, the development of joint reference guides for intervention operations, the establishment of early detection systems, the drafting of a national corruption risk map, and the organization of awareness campaigns to promote values of transparency and integrity in professional environments.
The agreement further enables the INPPLC to make its expertise and advisory capacities available to the DGSN–DGST Hub for implementing Morocco’s international commitments, while benefiting, in return, from the technical features of the new generation of the national electronic identity card, under a specific agreement and in strict compliance with national and international legal and procedural standards.
Thus, this agreement transcends the scope of a simple cooperation mechanism, constituting instead a renewed strategic and legal declaration affirming that the fight against corruption is not merely a technical matter, but an integrated institutional and strategic process.
It aims to consolidate the rule of law and good governance, strengthen citizens’ trust in institutions, and elevate Morocco to the rank of leading countries in the global fight against corruption, demonstrating the Kingdom’s capacity to turn formal commitments into tangible results.
The statement noted that this agreement is part of the broader context of addressing the challenges posed by corruption as one of the gravest threats undermining the foundations of justice and sustainable development, reducing the effectiveness of public policies, and eroding public trust in institutions. It emphasized that combating this scourge is no longer a mere social demand or institutional concern, but a strategic priority governed by clear constitutional principles and explicit international commitments, making the fight against corruption a national duty and an irreversible political and legal requirement.
The agreement also aligns with the provisions of the Constitution relating to the fight against all forms of corruption and misconduct, and the promotion of transparency and probity, in accordance with the High Royal Directives aimed at giving new impetus to governance institutions by strengthening their interaction with national bodies monitoring the reforms and major projects under way in the Kingdom, in full harmony with Morocco’s commitments under the United Nations Convention against Corruption.
