Morocco to Allocate 1.3 Billion Dirhams to Boost National Startup Ecosystem Under “Digital Morocco 2030”
Morocco will invest a total of 1.3 billion dirhams in the development of its national startup ecosystem as part of the Digital Morocco 2030 strategy, Minister Delegate for Digital Transition and Administrative Reform Amal El Fallah Seghrouchni announced on Friday in Casablanca.

Speaking at the closing session of the fifth edition of the Digital Now Forum 2025, organized by the Club des Dirigeants, the minister detailed the breakdown of the funding. An amount of 750 million dirhams will be directed toward venture building programs, 450 million dirhams will support venture capital financing, and 70 million dirhams will be allocated to strengthening the Technopark network.
According to El Fallah Seghrouchni, Morocco’s venture capital landscape now relies on new financing mechanisms designed to attract greater private investment into startups and reinforce entrepreneurial momentum nationwide. She noted that the combined impact of venture building programs and Technopark support is expected to lead to the creation of 1,000 startups by 2026, rising to 3,000 companies by 2030.
The minister also highlighted targeted initiatives aimed at expanding digital inclusion, particularly in rural areas, as well as the establishment of Jazari institutes. These initiatives are intended to foster regional innovation ecosystems and encourage local entrepreneurship.
Through sustained investment, regulatory reform and international partnerships, Morocco seeks to position itself as a key regional and continental player in digital innovation, responsible artificial intelligence and future industries, she said. She added that the Digital Morocco 2030 strategy is based on an inclusive and integrated vision developed through a broad participatory process, with the objectives of expanding digital access, accelerating the digitalization of very small, small and medium-sized enterprises, and creating an environment conducive to the emergence of national technology champions.
For her part, Technopark CEO Lamiae Benmakhlouf welcomed the momentum supporting digital businesses, which she said has enabled the rise of startups with strong innovation and growth potential. She cited initiatives such as JobInTech, aimed at transforming Moroccan talent into tech talent, as well as the launch of the Morocco Fintech Center.
Benmakhlouf stressed that these support mechanisms have strengthened Technopark’s capacity to assist a larger number of startups, pointing to concrete indicators such as export performance. She noted that among the 450 digital startups and very small enterprises supported by Technopark, 36 percent now export to markets across Europe, Africa, the United States and the Middle East.
Held from the 10th to the 12th of the month under the theme “Transformation and Business Growth in Africa: Resilience and Impact,” the Digital Now Forum 2025 brought together public and private decision-makers, technology experts and economic stakeholders to examine digital transformation and business growth across the continent.
