The Public Prosecutor’s Office and UNICEF Present a Reference Guide for the Protection of Migrant Children in Morocco
The Public Prosecutor’s Office unveiled on Thursday in Rabat a new reference tool titled “Model Procedural Standards Guide for Children in Migration Situations in Morocco”, the result of a strong partnership with the United Nations Children’s Fund (UNICEF).


The official ceremony, chaired by Hicham Balaoui, Attorney General of the King at the Court of Cassation and President of the Public Prosecutor’s Office, brought together representatives of UN organizations, international institutions, and members of the diplomatic corps accredited in Morocco.
Described as a key milestone in strengthening the national child protection system, the guide aims to improve care for children in migration situations, particularly unaccompanied minors. It provides a clear normative and procedural framework based on international standards to harmonize the practices of various stakeholders working in this sensitive field.
In his address, Mr. Balaoui stressed that this document serves as an essential practical tool to ensure the best interests of migrant children. According to him, it will guarantee these children equitable access to education, healthcare, social protection, and justice, while respecting their dignity and fundamental rights.
The President of the Public Prosecutor’s Office also emphasized the importance of stronger coordination between national and international actors to ensure comprehensive and sustainable care, from the identification of affected children to the implementation of lasting solutions.
Mr. Balaoui expressed his deep appreciation to UNICEF for its continued support, as well as to all magistrates and officials who contributed to developing the guide. He hailed this initiative as a significant step forward in Morocco’s criminal policy for child protection, fully aligned with the Kingdom’s Constitution and international conventions on children’s rights.
