Mehdi Bensaïd: Nearly 1.2 million young people benefit from the “Youth Pass” program

The number of beneficiaries of the “Youth Pass” has reached 1.2 million so far, including 400,000 who use the program’s services daily, said the Minister of Youth, Culture and Communication, Mohamed Mehdi Bensaïd, during a session at the House of Councillors on Tuesday.

Responding to a question about public policies targeting youth, Bensaïd explained that the “Youth Pass” program is one of the Ministry’s key strategic initiatives launched under the government’s action plan to facilitate young people’s access to various public services, either free of charge or at reduced cost, while simplifying and digitalizing related procedures.

The program, initially piloted in the Rabat-Salé-Kénitra region, has been expanded to all regions of the Kingdom since early 2025 through partnerships with Regional Councils, taking into account the specific characteristics of each region.

The Minister emphasized that his department attaches particular importance to improving the situation of young people through initiatives that promote socio-economic integration and cultural empowerment, particularly for youth who are not in education, employment, or training (NEET).

Bensaïd also highlighted several other programs launched by the Ministry to enhance youth skills and employability. Among them is the “Maharat” program, implemented in partnership with the National Railway Office (ONCF), which aims to develop young people’s abilities and foster innovation. Another key initiative is the youth project support program, carried out in collaboration with the Conference of Ministers of Youth and Sports of the Francophonie (CONFEJES).

The Minister also noted the success of the National Volunteering Program, which continues to attract significant participation from young Moroccans. Around 5,000 young people benefit from the program each year, while it receives over 60,000 applications annually—a sign of the dynamism of Moroccan youth and their strong commitment to volunteerism and civic engagement.
