Taroudant: Fatima Ezzahra El Mansouri Launches the Second Urban Planning Caravan for Rural Areas

In line with the Royal directives aimed at reducing spatial disparities, ensuring territorial equity and strengthening support for rural regions, Fatima Ezzahra El Mansouri, Minister of National Territory Planning, Urban Planning, Housing and City Policy, launched on Tuesday the second urban planning caravan dedicated to rural areas. The launch took place in the rural commune of Mchraa El Ain in the province of Taroudant.

During this field visit, the minister was accompanied by Said Amzazi, Wali of the Souss-Massa region and governor of the prefecture of Agadir Ida Outanane, as well as Mabrouk Tabet, governor of the province of Taroudant, along with several elected officials. The program also included the signing of an agreement on architectural and technical assistance, and a visit to villages affected by the earthquake to assess the progress of reconstruction work.

Speaking on this occasion, the minister explained that this caravan, held under the theme of urban planning and housing at the service of rural zones, reflects the Royal directives encouraging the administration to go directly to villages, markets and remote areas to listen to citizens, offer practical solutions, accelerate construction and housing procedures and reinforce territorial justice.

“We are here today to tell the local population that we stand with you, we remain close to you and we will do everything in our power to serve you,” she stated.

This second edition of the proximity-based caravan will travel across all twelve regions of the Kingdom, targeting 118 rural communes, representing a population of more than 1,532,680 residents, and will visit 180 villages and 37 rural markets.

The initiative also seeks to bring legal, technical, real estate and architectural services closer to residents, process their requests, and present housing offers from the Al Omrane Group and the Direct Housing Assistance Program, while fostering investment in rural areas.

The visit also included the signing of the Technical and Architectural Assistance Agreement for Rural Areas covering the period 2026 to 2028. The minister, accompanied by local authorities and elected officials, oversaw the signing of this new agreement, which aims to strengthen technical assistance in rural communities, with priority given to residents of identified douars and emerging rural centers.

Under this agreement, citizens will have access to architectural, topographic and reinforced concrete plans, as well as technical support for preparing construction permit applications.

According to the minister, “this agreement is not a simple cooperation document, but a commitment to providing quality support while respecting local specificities.”

“We want to rebuild trust between the administration and rural populations by offering safe, regulated and transparent construction procedures,” she added, noting that “new rural centers and identified villages now play a strategic role, and we are committed to ensuring they have access to the technical services that support their planning and development.”

The minister and the accompanying delegation also visited several villages affected by the earthquake, including Aït Maala in Tafenkult and Agadir Jamaa in Tizi N’Test, where damaged houses have been fully reconstructed.

During her visit, the minister stated that her department had mobilized all available resources to rebuild and secure the affected areas, while saluting the resilience of local inhabitants.

“We will not leave any devastated village behind until every home is rebuilt and secured. The safety and dignity of our citizens are our shared responsibility, and our presence here today is a message of ongoing support and commitment,” she affirmed.

According to officials, this visit and the projects underway demonstrate the ministry’s dedication to implementing Royal directives, improving the targeting of rural areas through modern proximity mechanisms, supporting development initiatives, accelerating reconstruction and establishing territorial justice that places citizens and their environment at the heart of public policy.
