Aziz Akhannouch, Head of Government, chairs a meeting of the Steering Committee in charge of the reform of the National Health System

The Head of Government, Mr Aziz Akhannouch, chaired, on Wednesday 7 January 2026 in Rabat, a meeting of the Steering Committee for the reform of the national health system, devoted to monitoring the implementation of the various components of this strategic project, which benefits from the High Royal Solicitude and constitutes one of the pillars of the major structural reforms being carried out by the Kingdom.

At the beginning of this meeting, the Head of Government affirmed that the government is pursuing its full mobilisation, in harmony with the High Royal Guidelines, with a view to laying the foundations of an integrated, fair and efficient health system that places the health of the citizen at the heart of its priorities.

The Head of Government stressed the vital importance of the involvement of all stakeholders, at the central and regional levels, to ensure the success of the implementation of the Territorial Health Groups (GST), as a pivotal mechanism to promote the national health system and provide practical and sustainable solutions to the structural constraints facing the sector.

In this regard, he noted that the regional dimension constitutes a deep government conviction to strengthen governance in the health sector and ensure functional complementarity and institutional harmony between the various health structures within each region.

The Head of Government also called for accelerating the pace of implementation of major health projects, headed by the projects for the construction of University Hospital Centres.

During this meeting, particular attention was given to monitoring the establishment of the preliminary conditions necessary for the implementation of the eleven (11) GST, whose decrees of effective entry into service were adopted by the Government Council in December 2025.

Thus, the various organisational and institutional measures that will enable the launch of the GST were examined, in association with the social partners, in order to prepare the holding of the boards of directors of these groups before the effective transition to the implementation stage.

The GST will make it possible to develop integrated regional medical programmes that take territorial specificities into account. They will also contribute to strengthening and diversifying the supply of health services and improving the organisation of the care pathway, which will have a direct impact on the quality of services offered to citizens.

This meeting was also an opportunity to take stock of the progress of the implementation of the plan to standardise the information system of health establishments at the level of the regions of the Kingdom, in addition to monitoring the emergency programme for the reform of the health system, based on ten major projects aimed at improving the quality of health services in the short term and restoring confidence in public health establishments.

The Committee also examined the state of progress of the upgrading projects for health establishments. The two University Hospital Centres of Laayoune and Rabat should be ready during the current year, while works on ten other projects will be completed in February 2026 for an additional capacity of 1430 beds. Works relating to ten other projects will be completed at the end of 2026 for an additional capacity of 1637 beds.

With regard to the upgrading of proximity health centres at the national level, the completion rate of the project has reached 81 percent, following the completion of the upgrading of 1130 health centres, with a view to completing works on 1400 centres by the end of the current month of January.

The second phase of this programme will be launched this year and will concern the upgrading of 1600 proximity health centres, with works on 500 centres to be completed during this year.

This meeting was attended by Mr Abdelouafi Laftit, Minister of the Interior, Mr Amine Tehraoui, Minister of Health and Social Protection, Mr Azzedine El Midaoui, Minister of Higher Education, Scientific Research and Innovation, Mr Fouzi Lekjaa, Minister Delegate to the Minister of Economy and Finance in charge of the Budget, as well as representatives of the General Secretariat of the Government, and Mr Hassan Boubrik, Director General of the National Social Security Fund.
