A Delegation from the AU Commission Conducts a Working Visit to the Court of Accounts

The First President of the Court of Accounts, Zineb El Adaoui, who also serves as Secretary General of the African Organization of Supreme Audit Institutions (AFROSAI), held a meeting Friday with a delegation from the African Union Commission (AUC), led by Regina Maambo Muzamai, Director of the Internal Audit Office within the Commission.

During this meeting, which focused on examining mechanisms for implementing the memorandum of understanding signed between AFROSAI and the AUC, Ms. El Adaoui recalled the strategic orientations adopted since the transfer of AFROSAI’s General Secretariat from Cameroon to Morocco came into effect in July 2025, according to a statement from the Court of Accounts.

These orientations focus on improving communication with member audit institutions, enhancing the performance of AFROSAI’s committees, and strengthening coordination and interaction between the organization’s semi-regional groups, namely the Arabic, English and French-speaking communities.

Ms. El Adaoui also stressed the importance of developing cooperation with development partners and funding institutions. She highlighted the need to reinforce the organization’s international representation by strengthening its presence within the International Organization of Supreme Audit Institutions (INTOSAI) and other international forums.

For her part, Ms. Regina praised the efforts undertaken to develop the General Secretariat, noting that they are helping reinforce the positive impact of AFROSAI’s work in promoting good governance across Africa. She stressed the importance of strengthening the independence of supreme audit institutions to enable them to fulfill their missions with neutrality and objectivity.

A working session was held on this occasion between representatives of the African Union Commission and a team composed of a representative of the AFROSAI Presidency, specifically the Audit Office of Libya, along with representatives of the executive department and the English-speaking semi-regional group who participated remotely.

At the conclusion of the meeting, a draft action plan for the implementation of the memorandum of understanding was adopted. According to the same source, the plan includes operational measures aimed at strengthening the legal and institutional framework of supreme audit institutions in Africa, developing their professional capacities and supporting advocacy efforts in favor of their independence.

The agreed plan also provides mechanisms for recovering illicit assets and outlines the contribution of audit institutions to achieving the goals of Agenda 2063, the African Union’s long-term strategic framework for inclusive continental development.
