Higher Education: ENSA and INSP Sign Cooperation Agreement in Paris

Morocco’s National School of Administration (ENSA) and France’s National Institute of Public Service (INSP) signed a declaration of intent in Paris on Wednesday aimed at strengthening bilateral cooperation.

The agreement was signed by ENSA Director General Nada Biaz and INSP Director Jérôme Filippini. It seeks to enhance collaboration through exchanges of expertise, joint training programs, and internship opportunities.

According to ENSA, this initiative builds on a longstanding relationship founded on trust, dialogue, and a shared vision of modernizing public administration. It reflects a strong common ambition to support the transformation of public institutions, strengthen the capacities of senior civil servants, and promote high standards of governance, efficiency, and innovation.

The partnership outlines several strategic areas of cooperation, including the exchange of expertise in key fields such as administrative reform, public governance, and public policy design.

It also предусматри the joint organization of training sessions, high-level seminars, and scientific events, aimed at fostering the exchange of knowledge and best practices between the two countries.

As part of a broader effort to promote professional development and openness, the agreement includes internship opportunities within the French administration for ENSA students, offering them direct exposure to European administrative practices.

Beyond its operational aspects, the partnership reflects a shared strategic vision of a high-performing, agile, and internationally oriented public administration.

It further strengthens institutional ties between ENSA and INSP and reaffirms their central role in training a new generation of senior public officials capable of addressing the complex challenges of the 21st century.

This partnership is presented as a key lever for enhancing Franco-Moroccan cooperation and promoting exemplary public governance, the same source added.
