ICESCO Director General Calls for Placing Education at the Heart of Development Dynamics
The Director General of the Islamic World Educational, Scientific and Cultural Organization (ICESCO), Salem Bin Mohammed Al-Malik, called on Monday in Rabat for placing education at the heart of development and planning dynamics.

Speaking at the International Parliamentary Forum on Social Justice, Mr. Al-Malik stated that the world has crossed, over the past year, a “historic” threshold marked by the emergence of a new world order, driven by accelerated transformations in the fields of technology, communications, and artificial intelligence.
He underlined that the outlines of this new world are taking shape, on the one hand, through the massive redirection of investments toward advanced technological industries, particularly in the space sector, and, on the other hand, through the growing correlation between the future of political action and the influence of new investors on public opinion trends and political participation.
The first condition for social development, he noted, lies in awareness of these new trends. This, he said, requires placing education at the top of development and planning priorities, pointing out that public spending rates allocated to education, which range between 1 and 4 percent, are no longer sufficient.
On the same occasion, Mr. Al-Malik praised Morocco’s approach to partnership and cooperation through official and parliamentary diplomacy, as well as business diplomacy, noting that this dynamic draws its strength from the reform and social justice initiatives launched under the leadership of His Majesty King Mohammed VI.
Organized by the House of Councillors in partnership with the Economic, Social and Environmental Council (CESE), the International Parliamentary Forum is held under the theme “Social Justice in a Changing World: The Need for Fair Policies for More Resilient Societies”. Its proceedings are structured around three sessions addressing, respectively, “Social justice in the context of global transformations”, “Equity and social protection: inclusive policies for resilient societies”, and “Parliamentary governance of social justice: legislation, oversight, and impact assessment”.
