Framework agreement signed to develop the medical devices industry
The Ministers of Health and Social Protection and of Industry and Trade, the Director General of the Moroccan Agency for Medicines and Health Products, the President of the General Confederation of Moroccan Enterprises (CGEM), and the President of the Moroccan Federation of Health Industries (FMIS) signed, on February 4, a 2026–2030 framework agreement for the development of the medical devices industry in Morocco.
Based on an integrated approach mobilizing the skills, resources and levers of action of both the public and private sectors, this agreement, signed on the occasion of the second edition of the “Medical Device Day” organized by the FMIS, fully aligns with the national momentum to strengthen health and industrial sovereignty, in accordance with the High Orientations of His Majesty King Mohammed VI, may God assist Him, according to a statement from the FMIS.
The objective is to reduce dependence on imports, secure supply chains for medical devices, promote a competitive, innovative and sustainable industrial fabric, support the upskilling of human resources, and stimulate productive investment and the “Made in Morocco” label, the same source specified.
The framework agreement also falls within the implementation of national public policies in the fields of health and industrialization, particularly those aimed at ensuring equitable, secure and sustainable access to medical devices, while guaranteeing the quality, safety and performance of products made available to the national health system.
The main commitments under this agreement include strengthening health sovereignty in medical devices through import substitution and the promotion of local manufacturing, supporting industrial companies wishing to invest in the production of medical devices through available investment and export support programs, promoting industrial partnerships between local and international companies, and reinforcing the training of human resources to meet the sector’s skills needs.
The medical devices sector in Morocco is experiencing positive momentum, with 1,378 jobs, 376 million dirhams in investment, turnover of 903 million dirhams and a value-added rate of 46 percent, reflecting a rapid multiplication of investment, activity and wealth creation over the past twenty-five years. Nevertheless, between 85 percent and 90 percent of national demand is still met through imports, the statement concluded.
