Strategic Plan 2026-2028 of the Public Prosecutor’s Office Aims to Strengthen Judicial Independence and Improve Performance

In Rabat, the Public Prosecutor’s Office announced the launch of its strategic plan for the period 2026-2028, presented as a reference framework intended to consolidate the independence of the judiciary and elevate the level of its effectiveness.

In a statement, the institution emphasized that it aligns with the High Royal Directives of Mohammed VI, particularly those expressed in his speech on August 20, 2009, on the occasion of the commemoration of the Revolution of the King and the People. These directives aim to strengthen public confidence in an efficient and fair justice system, a pillar of the rule of law, a guarantor of judicial security, a driver of good governance, and a catalyst for development, while adapting it to national and international changes.

In accordance with its constitutional and legal prerogatives, the Public Prosecutor’s Office adopted a participatory approach in drafting this strategy. It rests on several major objectives: improving the performance of the public prosecution, realizing the principle of justice at the service of citizens, reinforcing the protection of rights and freedoms, and enhancing human resources through training and professional development.

The plan also emphasizes the integration of new technologies as a tool to modernize and improve the quality of services provided to litigants.

According to the same source, this strategy represents a significant step in the ongoing evolution of the independence of the Public Prosecutor’s Office in Morocco, which is now entering its second decade. It aims to build on the achievements already realized while strengthening professional and judicial efficiency through close coordination with the various components of the judicial system.

The document also seeks to modernize administrative structures and working methods while increasing public trust in the judiciary through more effective and accessible services.

This strategic plan is organized around nine main axes, including strengthening confidence in the Public Prosecutor’s Office, protecting rights and freedoms, promoting integrity in public life, safeguarding vulnerable groups, as well as preserving economic public order and encouraging investment.

It also includes components dedicated to human resource management, budget optimization, digitalization, international judicial cooperation, partnerships, and institutional communication.

To ensure the implementation of these priorities, the plan sets out 30 structured projects, each with specific objectives and measurable indicators, marking a new stage in the modernization and reinforcement of Morocco’s judicial system.
